As a Practice Leader with EDR, I provide strategic oversight and support for cultural resource management in the offshore wind sector and the New England region.I have more than 25 years of professional experience in cultural resources management, historic preservation, and environmental permitting. My perspective on the balance between the public interests in development and historic preservation is informed by years of consultations with agencies, elected officials, tribal representatives, developers, and concerned citizens. My primary areas of technical expertise include Section 106 of the National Historic Preservation Act, Section 110(f) of the National Historic Preservation Act, National Register of Historic Places-eligibility evaluations, National Register nominations, the National Environmental Policy Act (NEPA), Construction and Operations Plan (COP) development, archaeology, cultural resources management, historic preservation, visual effects assessment for historic properties, cultural resources mitigation, and environmental permitting. I provide expert QA/QC for a wide range of technical documents prepared to support client and agency permitting and have broad experience in consultations with State Historic Preservation Offices (SHPOs), Advisory Council on Historic Preservation (ACHP), Bureau of Ocean Energy Management (BOEM), National Park Service, the Federal Energy Regulatory Commission, US Army Corps of Engineers, and multiple tribal governments. I value and maintain strong, positive, and respectful relationships with agency/tribal officials and other consulting parties. I have represented both private clients and the State of Connecticut for projects reviewed under the Connecticut Environmental Policy Act (CEPA). My career encompasses permitting efforts for energy, transportation, commercial, and municipal development projects, with significant emphasis on the rapidly evolving offshore wind sector. I currently serve as external lead for Section 106 compliance on multiple utility-scale offshore wind projects on the Atlantic OCS.
