Responsible for the oversight of the Asset Management division within the Planning and Development department of the Fresno Housing Authority. After showing an affinity and skill for the oversight of “back-end,” post-construction projects, the position was created for me to define and develop. In the last year, the division has grown by two staff and one intern. The purpose of the division is to create goals and objectives for each property to maximize the fiscal output of our investment projects and improve the agency portfolio. Developed comprehensive monitoring of individual properties to improve financial performance and accountability. Responsible for bringing in $2.2 million in developer fees due to the direct oversight and completion of the following items: satisfying equity installments, stabilization of organization properties, release of equity to pay off construction loans, and conversion to permanent loans. Worked, communicated and maintained professional relationships with all property stakeholders: construction, lenders, title companies, project management, architects, engineers, utility departments, financial institutions, lender’s counsels, lease-up management company, appraisers, and compliance officers from state and local agencies.

Two (2) years of work experience performing a multitude of job duties relating to affordable housing development in the Central San Joaquin Valley. The Development Project Analyst position is responsible for various asset management duties relating to the close-out/stabilization of the Planning and Community Development Department’s tax credit projects. Lead transactions involving over $60,000,000 of tax credit equity to payoff construction loans, paying the Agency’s developer fees, funding reserve accounts and reducing the HRFC loan commitment. Leads the Perm financing conversion to support rehabilitation and new construction projects in P&CD. Analyzes and prepares a variety of complex technical documents relating to TCAC Placed in Service applications. Leads staff and acts as a liaison between funders, investors, reporting agencies and site staff at the Agency. Works in conjunction with the various consultants (Legal Counsel, Title Company, GC, Architect, Civil Engineer, Green Point Rater, Finance and Accounting) to stabilize the property. Works with complex reporting requirements from the California Tax Credit Allocation Committee (CTCAC) and reviews all working documents for conformance to regulations, policies and procedures in accordance with CTCAC.

Four (4) years of work experience performing a multitude of job duties relating to affordable housing development in the Central San Joaquin Valley. The Development Project Coordinator position is responsible for various administrative duties in all aspects of the Planning and Community Development Department which includes housing development activities and grant management/administration. Assists with structuring public/private financing to support rehabilitation and new construction projects. Analyzes and prepares a variety of complex technical documents and funding applications. Works in conjunction with the various consultants and contractors in the development of the project. Works with complex reporting requirements from the California Tax Credit Allocation Committee (CTCAC) and reviews all working documents for conformance to regulations, policies and procedures in accordance with CTCAC. Participates in contract negotiation, preparation and review. Works on a variety of potential funding sources, analyzes application requirements and participates in the application process for funds for housing development. Establishes positive working relationships with representatives of community-based organizations, government agencies, City Council and staff, and the general public.

The Program Development Manager position is responsible for Fresno West Coalition for Economic Development's capacity building efforts as a Community Based Organization and a Community Development Corporation. The Program Development Manager provides project management and strategic oversight for the organization. The job duties include asset development, information management, financial administration and fiscal reporting while implementing activities for our regular programs. The Program Development Manager reports directly to the President/CEO and works closely with both executive and staff personnel. Preparation of proposals and grant applications, and performance of responsible professional and administrative work in researching, identifying, developing and responding to public and private grant opportunities in the areas of workforce and economic development, affordable housing, civic engagement, microenterprise, etc. Prepares proposals and supporting documents in response to solicitations. Generates revenues for agency programs and services through timely submission of well-researched, well-written and well-documented grant proposals. Writes reports to government, foundations and other funders. Identifies funding opportunities and new program areas to match organizational priorities using research tools.
