Leads the Perm financing conversion to support rehabilitation and new construction projects in P&CD. Analyzes and prepares a variety of complex technical documents relating to TCAC Placed in Service applications. Leads staff and acts as a liaison between funders, investors, reporting agencies and site staff at the Agency. Works in conjunction with the various consultants (Legal Counsel, Title Company, GC, Architect, Civil Engineer, Green Point Rater, Finance and Accounting) to stabilize the property. Participates in contract negotiation, preparation and review. The Program Development Manager position is responsible for Fresno West Coalition for Economic Development's capacity building efforts as a Community Based Organization and a Community Development Corporation.
