The Library Fiscal Administrator responsible for overseeing travel and purchasing processes and approvals for the UC San Diego Library, the administration of the Library's extramural funds and activities (contracts & grants, gifts & endowments, and memoranda of understanding-MOU's). Performed pre-and-post-award administration as well as overseeing compliance of express card transactions and purchase activities. Served as the expert advisor on policies and procedures associated with these areas. Responsible for providing support in other fiscal areas including financial analysis, reconciliation and reporting, compliance and audit requirements, and fiscal closing. · Oversaw execution of $81M budget, providing policy and guidance to wing Resource Advisors ensuring proper funds accountability. · Provided accurate financial decision support to 17 squadron commanders and 53 Resource Advisors, developed financial plans, unfunded requirements and executed $4,500,000 operations budget supporting 47 F-15E aircraft.· Responsible for verifying adequate funds availability and propriety before commitments and obligations are incurred. · Managed initial distribution and funds allocation for Civil Engineering Squadron, Security Forces Squadron, Force Support Squadron, Logistics and Readiness Squadron, Contracting Squadron, and Communications Squadron. · Provided guidance and oversaw funding execution for Mission Support Squadrons $27,742,000 budget compiled of seven different units. · Reformed Non-Appropriated Funds reimbursement procedures corrected five-year accounting discrepancy and reported actual vs. estimates saving the Air Force $237,000 yearly. · Mentored three Operations Group unit Resource Advisors, developed spend plans and executed $478,000 by instilling fiscal law mindset and finalized three-year relocation project worth $300,000.· Investigated and reconciled audit and inspection tasks on a daily basis, monitored data on 13 financial systems in order to inspect any discrepancies and coordinated possible solutions. · Developed and executed quarterly funds distribution and fiscal year close-out procedures in accordance with Department of Defense rules and regulations.· Hand selected by the Comptroller Squadron Commander to stand in as the Operations Resource Advisor and oversaw seven squadron Resource Advisors.· As the sole Resource Advisor for the operations department, budgeted $2,000,000 in operations funds and enabled the production of 6,600+ flying missions.
