Responsible for ensuring city-wide compliance with SeaTac's Municipal Phase II Stormwater NPDES Permit programs. Updates the city's Surface Water Comprehensive Plan. Implements and maintains Illicit Discharge Detection & Elimination, Public Education, Source Control for Existing Development, private/publicly-owned O&M flow control/treatment facility inspections, spill response, employee training, and Stormwater Management Program Plan. Oversees lake water quality and aquatic plants program.

This position required close collaboration with local entities, state agencies County departments/personnel to achieve water quality compliance. Responsible for compiling and submitting the County’s Municipal Phase I Stormwater Permit Annual Report. Supervised the development of all aspects of the illicit discharge detection and elimination (IDDE) program, including the implementation of improvements to advance the program’s investigation, source tracing, spill response/reporting, field screening procedures and code enforcement. Implemented Source Control program. Supervised Permit SWPPP programs (covering many diverse County divisions and departments), and stormwater permit employee training.

Was responsible for implementing various components of the city's NPDES Phase II Municipal Stormwater permit including the development of illicit discharge detection & elimination programs, stormwater pollution prevention plans, water quality code enforcement, water quality monitoring, and employee training. Operated and managed data collected from numerous automated water monitoring instruments that tracked surface water quality trends throughout salmon-bearing creek systems. Was responsible for freshwater lake and Puget Sound shoreline water quality, including: administration of two NPDES permit programs; oversight and management of toxic algae blooms; and management of saltwater algae bloom-hydrogen sulfide exposure issues. Oversaw municipal contract for hazardous waste spill response and remediation.

Assisted with a full range of envrionmental compliance programs for a medium-size midwestern city (100,000 pop). Primary duties involved Municipal Stormwater Phase I permit compliance programs and brownfields clean up/remedial action programs.

Assisted with the management of environmental programs for the Dayton International Airport, including compliance with an EPA Consent Decree, State of Ohio NPDES Industrial Stormwater permit and the start-up and eventual operation of $25M aircraft de-icing fluid collections system. Duities included development and implementation of airport operations SWPPP, environmental regulatory inspections, NPDES permit-required water quality monitoring, de-icing fluid recycling, and airport wildlife management plans.

Provided environmental and safety regulatory compliance consulting services to both industrial and governmental clients. Developed a wide range of written safety and healty plans per OSHA. Conducted employee health and safety training programs in compliance with both OSHA and DOT regs.

Developed and implemented occupational health and safety programs for private and governmental clients throughout the Midwest US region. Gained proficiency in the design of industrial hygiene air monitoring programs to determine workplace exposure to airborne contaminants in compliance with OSHA standards and techniques.

Was responsible for developing and implementing water quality monitoring programs for a host of clients that met both industrial wastewater and stormwater and NPDES permit requirements. Implemented hazardous waste profiling and groundwater investigations. Conducted laboratory analytical chemistry work for the detection of environmental pollutants per "EPA Standard Methods".
