• Ensure that the tender process is followed as per the ceiling amounts set out in the Operational Fund Manual.
• Develop any specific documents for tenders such as application forms and specific information to be included in call for proposals.
• Update Operational Fund procedures and manual as required and develop any additional tools that might be needed for the implementation of specific interventions.
• Lead the procurement process and ensure all activities are undertaken in a timely manner to high quality.
• Develop any evaluation documents as required per each tender such as weighted evaluation scoring sheets.
• Participate in the evaluation of technical assistance and grant applications when required,

• Support the development of criteria and guidelines for identifying partners and selecting project proposals to be funded
• Ensure pre-award surveys are conducted and that monitoring and financial support are provided for grantees
• Develop a financial monitoring and evaluation guideline, which reflects financial and administrative requirements at partner level
• Ensure financial monitoring systems provide timely and relevant reports, including analysis and tracking of grant commitments (i.e. cash advances), obligations, awards and liquidations, to support efficient accountable.
• Participate in sub-grant monitoring and technical support and equip appropriate staff to provide technical assistance to local sub-grantees in the area of financial management and compliance to improve efficiency
• Direct all operational finance, grants & contract activities of the project while coordinating with other staff within Finance and Grants unit to assure conformity with internal policies and procedures

• Under take pre-award capacity assessment for prospective grantees and prepare grant award documents which includes the selected partners’ budgets are in line with programmatic, cost and feasibility criteria and.
• Conduct monthly reconciliations with Finance to ensure grant and fiancé records are up to date and inform finance necessary adjustment if there is any deviation.
• Ensure that grants management filing system are properly maintained at all level in accordance with established grant management protocols.
• Maintain up to date knowledge of PSI and donors’ grant management rules and regulations as required.
• Conduct IPS visit to review financial and grant management and to provide technical support depending on the need.
• Review financial reports from grantees and prepare grant management related reports to immediate supervisor

o Maintains a close and smooth working relationship with all partners and uphold the image and values of partner o Prepares and implements a schedule of visits for monitoring the sub-grantees’ financial activities. As a guide, Roving Partner Advisor, visits each partner at least quarterly to review adequacy of management and internal controls over the sub.

Work with budget holder and program staff on sub-grant assessment, selection and related sub-granting process o Oversee sub-grant financial and administrative compliance and ensure conformity with donor regulations o Build the financial and administrative capacities of implementing partners in consultation with the capacity building advisor to improve.

Review the existing MIS by the SACCO  Introduce appropriate MIS and monitor the implementation  Plan, coordinate and direct financial reporting of SACCOs  Train accountants on financial policies and procedures  Undertake SACCO inspections to ensure financial prudence  Monitor SACCO performances to ensure portfolio quality  Inspect SACCO account.
