I have been a member of the board since 1997 serving 2 years as vice chair, 5 years as a lead evaluator and 9 years as an evaluator. I travel around the state administering tests for most of the certifications the board offers. This includes both practical and written test administration and a variety of administrative tasks associated with the testing. I have been involved in developing many of the certifications in the state.

I was a member of Cologne, MN Fire & Rescue Department from 1992 to 2013 and held positions of firefighter, safety officer, lieutenant and captain. I served as assistant chief from 2008-2010. The Cologne Fire and Rescue Department provides fire suppression, rescue, EMS, and Haz Mat services.While the position of EMS Lieutenant my assigned duties included assisting the EMS Captain with operational and administrative duties related to the EMS services the department provides. When I was promoted to EMS Captain my duties became managing all aspects of the EMS services the department provided including training, operations and budgeting. Further, I was the administrator for the Firehouse Software program for the department which handled all aspects of records management for the department.My tenure as the Health and Safety Officer/Incident Safety Officer my duties included all OSHA, NFPA and other regulatory/legal compliance for the department. I was responsible for station checks, personnel physicals, respiratory protection and all accident investigations. In my capacity as Safety Officer I was the on-scene safety officer for all emergency responses if I was not in command. As an Assistant Chief my responsibilities included fire investigations, daily operation of the department and grants, incident command of most calls responded to, lead fire investigator for the department, all grant applications and project management, lead training instructor for the department, writing and implementing standard operating procedures and policies as well as assisting the chief in budgeting and administrative duties. I have been involved in grant writing since the early 1990’s. I have successfully written grants worth over $1,000,000 including firefighting vehicles and a regional paging system. I also have been asked to review federal grants on 4 different occasions. I retired from active service in January of 2013 with 21 years but continue to be active in grants.

St. Cloud, Minnesota Area

Along with all the duties listed below for my experience as a Safety Engineer I also am responsible for 50% of the Emergency Preparedness Coordinator duties. This includes writing policy and procedures including a complete revision of the facilities Emergency Operations Plan. I also have written emergency preparedness grants as I had in my fire service career. I serve as the alternate safety officer on the facilities ICS team and represent the STCVHAS on a number of committees related to safety and emergency preparedness. During my time in this position I wrote a grant and implemented a new state of the art radio system for the police department worth over $250,000.

My position was responsible for providing technical expertise and consultation for process safety risk assessment, risk reduction, OSHA (Occupational Safety and Health Administration), EPA (Environmental Protection Agency) and NFPA (National Fire Protection Association) regulation compliance. I developed alternative strategies and assesses trade-offs between safety concerns and economic issues related to implementing safety programs, policies, and regulations within the jurisdiction. I reviewed operations and processes to ensure that equipment layouts and corresponding shop operations are not creating an unsafe environment or physical strain on the employee. I was involved in identifying key policy issues, priorities, designs analyses, evaluates alternatives, develops alternate strategies, and makes definitive recommendations to senior management officials to ensure a safe work environment. I led developed impact assessments focusing on the costs to facilities. I have prepared policy memoranda and briefings.I served as a technical advisor and consulting safety engineer for the application of current safety technologies and regulations for the operation and/or maintenance of facilities, structures, systems, or equipment. I have evaluated safety techniques and procedures associated with the design, development, construction, modification, and/or operation of facilities, systems, and related equipment. I conduct safety compliance inspection and condition surveys to ensure compliance with safety requirements.

As an Emergency Management Director for Cologne my responsibilities were to review and update the city emergency plan as needed; work with county emergency management officials when required; and manage the cities response to incidents involving hazardous materials, weather related incidents, floods, or any other catastrophic events. I was heavily involved at the city, county and state level in emergency management activities including grants, EMAC, and the state EOC. I was also active in grant writing in this position. I was the representative for Cologne on the writing of the county Emergency Operations Plan.

I was a member of the Carver Country Haz-Mat Group since 1992 and safety officer for the group from 2002 to 2010. The Carver County Hazmat Group includes a membership for various public safety agencies in Carver County, MN and currently has 45 members. The group responds to incidents involving hazardous materials and provides skills which include: mitigation, decontamination and hazard analysis in responding to these incidents. As safety officer my duties include: the overall health and safety for the entire group and on scene safety officer duties. I was 1 of 4 on call incident commanders for the team.

As a QA Engineer III my duties included testing hardware and components for performance; designing test plans with the execution of both manual and automated test scripts; serving as lead and supervising others on software and hardware projects; and arranging field testing for new feature and product roll-outs and served as a project manager leading all aspects of projects of various sizes and complexity.
