Senior Engineer
In this position in the Engineering Division I managed the design of capital improvement projects for roadway and stormwater infrastructure. I was responsible for preparing requests for proposal/qualifications and selecting a design consultant for each project. During the design I managed the schedule and costs, as well as performed detailed reviews of project deliverables (plans, specifications, and reports). I also coordinated with other departments as well as utility and irrigation providers in the project vicinity to make sure all requirements were met and conflicts identified and resolved prior to issuing the project for bid.In addition to my responsibilities in the capital program, I also managed three public improvement districts (PIDs) that Mesa County controls to provide sanitary sewer service for three rural areas. In this capacity, I managed one employee who is the wastewater certified operator.
Development Engineer
In this position I served as a liaison engineer between the County and customers proposing development or requesting access to County roads. I met with applicants, developers, and their consultants to discuss development applications and road access requests. I conducted detailed reviews and analyses of development applications and access requests to assure compliance with county standards, general civil engineering practices and conditions of approval required by the Board of County Commissioners.After final plans were approved, I executed and administered development improvement agreements incidental to the completion of public improvements as required by the planning process. This included reviewing and approving submitted construction cost estimates, performing field inspections of construction work on facilities to be dedicated to the County, addressing construction conflicts and questions, and negotiating repair issues with developers.I was also responsible for reviewing and approving access permit requests for developments. In this capacity I directed and supervised technical-level staff in reviewing access permitting requests to ensure technical quality and consistency.I also prepared, reviewed, and updated County policies, technical manuals, and specifications, including the Road Access Policy.
Project Manager
In this position, I manage site/civil engineering projects in the retail/commercial and natural gas business sectors. I am responsible for managing and training junior staff and producing site civil grading, drainage, layout, utility, and construction drawings for projects ranging from small (less than one acre urban projects) to large (200+ acre natural gas processing plant). I am responsible for coordinating all local, county, state, and federal permit approvals required for the civil portions of the work. Once all permits and entitlements are approved, I am responsible for the preparation of construction drawings and specifications for use by the client in putting the work out to bid. During the bid and construction phase I coordinate with the client and the contractor to make sure that projects are completed in accordance with the approved design and client expectations.
