•Direct a wide variety of analytical and administrative duties connected with the formulation, justification and presentation of the organization’s annual operating budget ($800M) and five year forecast including formulating budget estimates in support of the PGW’s mission and program; presenting and justifying budget requests; conducting comparative analyses to examine trends; reviewing budget policy and statutes to ensure compliance; analyzing data and recommending action pertinent to requests for obligation of funds. •Provide recommendations and alternative approaches to improve budget proposals, costs of operations, and program accomplishments. Prepare the organization’s overall budget estimate; develop forecasted schedules, statements, exhibits, and other supporting material for budget submission to the PFMC Board’s Finance Committee and the Philadelphia Gas Commission. •Provide technical guidance, advice and assistance to the Office of the Senior Vice President of Finance in the identification of future resources requirements and the planning and development of future budget requirements. •Provide leadership in budget preparation/execution, budget analysis and problem solving, gathering and analyzing data related to specific cost areas and making key budget decisions.•Develop and coordinate the budget reporting system for $50M in capital construction projects, $500M in natural gas expenses, and $300M in other operating expenses.

•Developed and managed an $8M annual capital budget and $20M annual operating budget. Reviewed and approved a $9M payroll budget; determined salary requirements; managed overtime expenditures and approved weekly payroll allocations.•Oversaw the administration and application of the Collective Bargaining Agreement. Ensured departmental operating expenses were reviewed and implemented strategies to ensure compliance with budget objectives. •Developed and implemented an auditing program to ensure departmental procedures and policies complied with DOT regulations.•Project manager responsible for successfully negotiating and implementing an enterprise work management system.
