•Extensive experience in establishing new Maquiladora Company in Mexico, responsible to enroll government program and permits from SAT and Ministry of Economy, such as Census of importer enrollment, IMMEX – Manufacturer & Service permit, PROSEC permit, R8va, VAT Certification & NEEC Certification enrollment, responsible to setup and develop EDI interfaces with MX & US Brokers in order to establish electronic comunication •Technical expertise in import laws & regulations, including classifications, valuation, country of origin, duty preference programs, and sanctioned party screening. •Trade compliance strategy / FTA implementation, NAFTA, ALADI and LA foreign trade agreements compliance oversight and origins rules•Control and manage US customs programs applicable for Maquila operation such as CTPAT program renewal and profile maintenance, ISF control, Reconciliation, 9801-9802, Affidavits applications, HTS code determination, CF 28-29 requirements, NAFTA verification and Certification of Origin, In bond process (IT,TE, IE, TIB), consumption entry & EAR regulation.•Ability to read and understand complex legal regulations.•Identify and develop customs/trade/duty savings opportunities.•Responsible for identifying and developing processes of improvement in order to reduce lead-times and be more efficient•Manage outside service suppliers (brokers) and staff for special / new projects.•Conduct periodic self-assessments and implement corrective actions, as required.•Responsible for customs compliance and export control policies, processes, and training.•Conduct and assist for cooperation with public authorities (origin verification and audit requirements)•Lead and Monitor current government policy changes and implement them in compliance•Manage and lead new customer business implementation, map trade processes and comply normative law.•Identify all training needs within the organization with regards to export and import compliance matters.

•In charge of properly supervising control of Annex 24 data base administration in order to process correctly customs clearance and to keep record in proper compliance. (Updating & maintenance bill of material, finish good price analysis, Raw material, Assets and new version Annex 24 updates control), responsible to setup and develop EDI interfaces between Annex 24 and MRP system in order to update BOMs, RM and FG units prices, reconcile MRP physical inventories vs. Annex 24 and Glosa database.•Support Global and domestic logistics management to include domestic and international brokerage, forwarding, and transportation services and the portfolio of business partners providing these services.•Identify potential compliance issues, design solutions and provide guidance to management on resolving issues while ensuring compliance with applicable laws / regulations and internal policies.•Oversight the in house analysis of Harmonized Tariff Schedule (HTS) classification and program compliance (ECCN, Licenses) at the material level including Valuation analysis and country of origin determination.•Manage and supervise MX government programs, regulation, Customs law, foreign trade rules and permits, such as Origin Revision report and renewal yearly, Annual Foreign trade report to Economy, R8va application, INEGI monthly summary, and new establishment enrollment, VAT certification renewal, Import & Export entry (Pedimentos V1,A1,A3,RT,IN,AF,BO,F4,F5 others)
