Design and review industrial track construction plans to be submitted to Railroads for final review and approval for installation. Utilize my over 20 years of experience designing industrial tracks to assist other engineers in solving design challenges and creating economical, efficient layouts.

Manage the Development and Zoning review section of the Department of Transportation for all new developments within unincorporated Gwinnett County and any County owned and maintained roads within City limits. This task includes reviewing development permit submittals from the Transportation point of view including, but not limited to, turning & deceleration lanes, signal impacts, roadway geometry, and traffic calming. Also, proposing updates to the Unified Development Ordinance and zoning conditions while planning for anticipated population growth and demographic changes. Prepare comments and conditions of rezoning, then review with the Directors of Transportation and Planning & Development for submittal to the Planning Commission and the Board of Commissioners. Prepare and submit grant and funding proposals for multiple sources: TIP Solicitation, SRTA (GTIB), Community Block Grants, ARC, et al. Analyze infrastructure items such as overhead signs, pavement, etc., using GIS software to examine and identify areas needing improvement in efficiency or accuracy. Manage the creation and oversight of the Gwinnett County Construction Project Map, which details the projects currently under construction, in design, or recently completed. This map was created using the Story Map web mapping application of ArcGIS Online and allows citizens and employees to access information about projects planned or under construction. Perform long-range planning and studies, including Gwinnett County’s Comprehensive Transportation Plan, creating Traffic Impact Study trigger guidelines, and Long Range Road Classification. Notable studies as a major partner or project manager: I-85 Corridor Study, Gwinnett Truck Parking, Bus Rapid Transit, Trails Master Plan, and LCI studies.

Hire, train and manage all new Engineers, Trainees, and Co-ops for the Industrial Development department in the GIS, Engineering, and Site Development disciplines. In a department of only 42 employees, I hired and trained 15 full-time engineers and more than 20 part-time employees over my eleven years as a manager. Oversight of the development of an Enterprise GIS that encompasses all Norfolk Southern’s railroad tracks, properties, designs, transportation agreements, railroad interchanges, right of way, signals, traffic density, plus many other data layers. Supervising interdepartmental collaboration between Operations Support, Real Estate, IT, and Business Development to achieve our goals. The most recent project was to oversee the review and georeferencing of nearly 100,000 contractual agreements in the aforementioned Enterprise GIS. The years of experience I had obtained in each of the previous positions led me to this leadership role which I held for seven years. I utilized the foundation of my experience while implementing new management and design processes through enhanced responsibility. I mentored and trained the next generation of engineers and analysts for Engineering and Business Development, as well as the co-ops and interns that will eventually begin a career in other organizations. Responsible for the maintenance and development of the departmental intranet database that regulates each of the Project Management activities and prospective projects Industrial Development undertakes. Meet with customers and project engineers for coordination of proper rail design and design approvals, also to educate the prospective industry on rail design standards and requirements.

Hired, trained, instructed, and managed Engineering Trainees and Co-ops, while also preparing engineering designs of facility and site layouts for prospective customers. This position was responsible for passing down extensive knowledge of railroad design, site and facility layout, and business development to new engineers. Met with customers and project engineers to coordinate proper design and to educate the prospective industry on rail design standards. Responsible for the development and maintenance of the internal intranet database that monitors available properties along Norfolk Southern’s nearly 20,000 route miles. This database consisted of over 3,000 properties that are available, or have the potential to be developed, for industrial uses.

Prepared engineering designs of facility and site layouts for prospective industrial customers. These engineering designs include industries such as steel production & processing, automotive assembly, port layouts, bulk transfer, power generation stations, grain & food processing, and paper mills. These designs consisted of a proposed industrial rail component, facility site layout, wetlands permitting and mitigation, air quality assessment, easement acquisition, attending re-zoning hearings, property acquisition, topography evaluation, grading estimates, and project cost order of magnitude.
