Served as Staff Judge Advocate for a forward-deployed Joint Task Force. Oversaw a staff of 35 legal professionals and portfolios including: Military Justice, Administrative & Fiscal Law, Government Ethics and Standards of Conduct, FOIA, and Operational Law.

Provided International and Operational Law advice to Director of Maritime Operations and Director of Fleet and Joint Operations of U.S. Fleet Forces Command/U.S. Atlantic Fleet, Commander U.S. Naval Forces NORTH, Commander Task Force EIGHT ZERO, and NATO Combined Joint Operations from the Sea - Centre of Excellence (CJOS-COE).

● Served one year as Director of Operational Law, overseeing a Fleet Operations portfolio including fiscal law, admiralty, investigations, treaty compliance, law of the sea, law of armed conflict, & NATO coordination.● Served one year as Program Manager for Ethics, Freedom of Information Act, and Privacy Act programs, providing a spectrum of Ethics and information law advice to eleven Flag/General Officers and their staffs. ● Provided annual Ethics training to Flag Officers, their Executive Staff members, and OGE 450 filers.

● Oversaw the provision of trial defense and legal assistance services on three continents. ● Served as command Managers’ Internal Control Program, FOIA and Privacy Act coordinator.● Supervisory Attorney for ten attorneys and eleven paralegals. ● Provided Professional Responsibility training and advice to members of the command.

Branch Head for Legislation, Regulations, FOIA, Privacy Act, and Disability Law Branch, then Branch Head for Standards of Conduct and Government Ethics Branch.● Served as Navy OJAG Ethics Program manager, providing training and field call support to practitioners.● Provided Ethics training to attorneys, paralegals, and retiring Navy and Marine Corps Flag/General Officers. ● Coordinated the Navy’s OGE 278 program for Flag Officers, and served as Ethics Counselor for OJAG, providing substantive Ethics advice and reviews for the JAG, Deputy JAG, and Navy Judiciary.● Managed OJAG’s FOIA and PA programs and frequently advised and assisted other Department of Navy entities on high-visibility FOIA and PA requests. Conducted full-scale program management: from searching for responsive agency records to prepping the final release/denial letter for signature by the IDA. ● Coordinated OJAG review of regulations and legislation, working closely with OLA and other stakeholders to ensure substantive legal reviews were completed for proposed legislation and regulations.● Served as Adjunct Navy Professional Responsibility Coordinator, assisting the primary PR Coordinator with processing and investigating the spike in PR complaints that occurred.

● Led the litigation-support team that worked with prosecutors and investigators in order to turn classified materials into evidence that could be used to prosecute insurgents and detainees in Iraqi criminal courts.

● Served as Navy JAG Corps Professional Responsibility Coordinator – overseeing and conducting investigations into PR rules violations and decertification proceedings, and other close-hold, high-profile investigations for the Rules Counsel and Judge Advocate General.● Provided attorney grievance hotline and field-call support to practicing attorneys, paralegals, and legal support staff throughout the Fleet. Developed the PR/Attorney Ethics training and then provided it to attorneys, paralegals, and legal support staff throughout the Navy.

Staff Judge Advocate for Commander, U.S. Naval Activities, Spain; and Commanding Officer, U.S. Naval Station Rota, Spain.● Principal Legal advisor for over 30 commands in Spain and Portugal, managing a staff of 15. Extensive international law portfolio including NATO SOFA, U.S./Spanish treaty, and foreign criminal jurisdiction, as well as FOIA/Privacy Act, Ethics Program, military justice and personnel actions, and IG investigations.

Staff Judge Advocate at Naval Submarine Support Center, New London, Connecticut. Also served as Legal Advisor to Commander, Submarine Squadron TWO; Commander, Submarine Squadron FOUR; and Commander, Submarine Development Squadron TWELVE. Provided legal counsel to 24 submarines.● Principal Legal advisor for approximately 25 submarines, the Submarine Support Center, and three Submarine Squadrons. Portfolio included Ethics, FOIA/PA, military justice, and investigations.

Served as Officer in Charge of Naval Legal Service Office Central, Branch Office Fort Worth, Texas from February 2003 to May 2004. Was previously a Trial Defense Attorney and Legal Assistance Attorney on staff before being promoted to Officer in Charge of the detachment.● Officer in Charge of five-person detachment responsible for providing trial defense and legal assistance services to Sailors, Marines and Coast Guardsmen across North Texas and Oklahoma. Three years trial defense attorney experience in both felony and misdemeanor level courts-martial.
