The Captive Insurance Companies Association (CICA) is the premier global domicile-neutral captive insurance association. CICA is committed to providing the best source of unbiased information, knowledge, and leadership for captive insurance decision-makers. CICA’s members are from a cross-section of domiciles, captive/risk retention groups, and service providers from the U.S. and around the world. CICA has been working to protect the captive industry for over 50 years. By monitoring emerging issues and regulatory changes CICA and its advocacy partners can respond proactively to help mold laws and regulations affecting the captive industry.

Dan served as the Director of Financial Services for the State of Vermont from 1999-2017. Within this role he served as the chief marketing and business development professional for the State of Vermont’s captive insurance industry. Dan was a frequent presenter at national conferences and events throughout the country. He was often visible in national media as an authority on captive insurance and had published numerous articles in industry press. Dan was also recognized for his contributions to the captive insurance industry and was voted in the 2016 Captive Review Magazine “Power 50” which recognizes the most influential individuals in the global captive insurance industry. In that ranking, Dan was #17 in the world as voted by industry peers. Within state government he advised the Governor and Secretary of Commerce on new legislation and policy recommendations. He was a member and former Chair of the Exhibits Advisory Committee of the Risk & Insurance Management Society (RIMS) and was a past Advisory Board Member of the World Captive Forum.

Dan Towle was a Business Development Officer at Vermont National Bank overseeing the promotion of all non-loan commercial products. During his ten-year tenure with the bank, he worked in various capacities including branch banking, corporate banking services, and served for a year on the bank’s prestigious corporate re-engineering team.
