Manages a 5-year capital investment portfolio ensuring project interventions are prioritised so that service risks are minimised, and service value outcomes are maximised for Urban Utilities customers. Responsible for directing and leading the implementation and on-going operation of a capital program delivering effective services in line with current and planned demand and reviewing the effective quality and performance of the capital program portfolio.Supports the development of integrated partnerships to maximize the opportunity for enhanced solution delivery and innovation using an contemporary Early Contractor Involvement Framework. Monitors, reviews, and highlights any gaps in the performance of integrated partners to recommend and ensure delivery of improvement or changes to contract requirements. Manages relationships with multiple internal stakeholders, delivery partners, external contractors, customers and the community to ensure program and project outcomes are met and expectations are managed. Demonstrates visible safety leadership with a presence on construction sites and champions safe behaviours. Works closely with Urban Utilities integrated partners to ensure safety performance is understood, insights are gained with lessons learnt being shared and good performance is celebrated. Drives a culture of innovation across the program, challenges the status quo, driving sustainability and customer value into project investment lifecycle decision making.

Managing and coordinating the design and delivery of projects, including financial management, reporting mechanisms, development and implementation of processes, procedures and systems from conception to completion.Liaison with internal and external stakeholders on projects to ensure effective design, construction, commissioning and handover of new or replaced assets in an integrated and regional approach.Preparation and issue of briefs for survey, design and construction to Consultants or Contractors for Capital Works projects.Coordination and checking of design plans, specifications and contract documentation for accuracy, cost effectiveness, conformity to standards, policies and best practices.Administration of a portfolio of projects and the associated tender processes including advertising, addressing tenderer’s enquiries, opening of tenders, and coordinating the tender evaluation.Providing management with monthly reports on project and financial progress, including the provision of advice on possible obstacles/issues associated with project delivery.Liaising with regulatory bodies so that statutory obligations and reporting requirements are met.Oversight of all contract construction activities (including monitoring WH&S, environmental compliance and quality).Monitor, analyse and review expenditure associated with capital works projects and provide recommendations on contract variations. Report matters of financial importance to the relevant Section Manager.Ensure that true and accurate “As Constructed” information is obtained from Contractors, field staff and Consultants.Overseeing the operation of infrastructure while “on-maintenance”, and liaise with contractors on performance issues in order to resolve operational difficulties.Act as Superintendent’s Representative for Principal administered contracts.

Provide specialist engineering and management to drive delivery of planned maintenance activities.Investigate network performance issues and provide reports and recommendations for improvement.Review operations and maintenance practices and identify methods of efficiency gains.Provide leadership and support to a multi disciplinary team, containing both field and office staff.Carry out performance appraisals on staff within the team.Assist in the preparation of annual budgets by analysing expenditure and identifying efficiencies and improvements within the operational area.Develop and review reporting for financing and resources.Develop and review key performance indicators and develop workplace strategies to ensure operations are aligned with these KPIs.Develop and review policies and processes within the unit with an emphasis on process improvement.Liaise with both internal and external customers to enable the delivery of planned maintenance activities within allotted timeframes.Develop business plans, strategies or operational processes required to coordinate the activities of the team. Coordinate the activities of staff within the Unit to ensure customer’s needs are met. Assist in reviewing IT solutions to assist in Unit functions. Develop the capacity of staff within the Unit. Develop and review policies and processes within the Unit and business with an emphasis on process improvement and relationship development. Act as a referral base and information point for Unitywater staff in relation to Human Resources issues. Ensure appropriate risk assessment and management strategies are implemented and monitored. Assist in the development, coordination and delivery of workplace education / awareness program for employees, supervisors and managers. Lead and contribute to the formulation of policies, procedures, reports and submissions covering a range of complex contemporary activities.

Assess water and sewerage requirements for Development Applications, including water and sewerage planning requirements, development conditions and headworks calculations.Assessment of design for compliance with WSAA-02/03 2002 standards and Council’s Design and Development Manual.Construction supervision to ensure works constructed are in accordance with above requirements.Tender assessment for works constructed by developers on behalf of council including Sewer Pump Stations and Trunk Water and Sewer infrastructure.Preparation of reports to Council for tender recommendations. Assessment of as-constructed drawings to ensure information is accurate for transfer to Council’s geographical and asset management systems.Carry out network analyses to assess the effect of development on existing water supply and sewerage infrastructures.Attend and offer expert advice on technical issues at pre-lodgement, Councillor briefing sessions, negotiated decision, without prejudice and Council meetings.Provide specialist advice on applications from the general public to connect un-serviced properties to water supply and sewerage networks.
