I am a member of and chair of our Local Government practice group, among the largest and most experienced governmental law practice groups in the Commonwealth of Virginia. From that position, I also serve as county attorney for a number of counties and general counsel to numerous special authorities throughout Virginia. In my nearly three decades law practice, I've gained a keen understanding of the wide variety of legal issues affecting governments. Some of these include such issues as growth management, economic development, and municipal finance. I have served as bond counsel in over 1000 tax-exempt financings totaling over $3 billion for economic development, utilities, healthcare, housing, traditional governmental, non-profit, university and other educational facilities. I represent underwriters, banks, authorities, cities, towns, counties and private users in financings.
