Workload Allocations Manager And System Developer | Household Survey Operations

Geelong, Victoria, Australia

𝗝𝗼𝗯 𝗗𝗲𝘀𝗰𝗿𝗶𝗽𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗔𝗰𝗵𝗶𝗲𝘃𝗲𝗺𝗲𝗻𝘁𝘀As the Workload Allocations Manager, I led a team of 6-8 staff through the process of assigning data acquisition workloads to 500-600 Field Interviewers located across Australia for numerous ABS household surveys. Our ultimate goal was to maximise survey enumeration rates for the entire household work program through holistic consideration of countless competing variables. Some such variables include:• The physical location of interviewers and the survey sample• Interviewer-specific survey training, capacity and availability• Survey-specific prioritisation and enumeration methodologies• A unique and idiosyncratic Interviewer Enterprise Agreement• Complex industrial relations with the interviewer union• Highly volatile, state-specific COVID restrictions and legislationDuring the latter stages, I was job-sharing the operational side of this role while I was focussed on the redevelopment of some legacy infrastructure that was no longer fit-for-purpose due to changing environmental variables. Additional information needed to be included in the interviewer workload notifications which would have been impossible for the team through manual 'brute force'. I developed a collection of systems and protocols to improve data flows throughout team which expanded the scope of the notifications as required, and also automated some previously labourious processes to realise a net efficiency gain at the same time.𝗚𝗲𝗻𝗲𝗿𝗮𝗹 𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗶𝗯𝗶𝗹𝗶𝘁𝗶𝗲𝘀• Business Process Improvement• Human Resource Management• Legeslative Adherence• Process Automation• Quality Assurance• Resolution of Escalated Interviewer Queries• Software Development• Stakeholder Engagement• Workforce Planning𝗦𝗸𝗶𝗹𝗹𝘀 𝗔𝗽𝗽𝗹𝗶𝗲𝗱• Complex System Analysis• Effective Communication, Written and Verbal• Efficient Time Management• Microsoft Excel, Power Query, VBA and ADO• Oracle SQL and PL/SQL• Python• RegEx

Technical Project Manager | Data Acquisition Infrastructure

Geelong

𝗝𝗼𝗯 𝗗𝗲𝘀𝗰𝗿𝗶𝗽𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗔𝗰𝗵𝗶𝗲𝘃𝗲𝗺𝗲𝗻𝘁𝘀The Enterprise Web Scraping Project automated the acquisition of data from major Australian retailer websites to increase the accuracy and efficiency of CPI calculations. It is also one critical aspect of the ABS' intent to increase the frequency of publication of national CPI figures in the near future. As the Technical Project Manager I designed the data acquisition protocols to which all bots would conform, directly developed bots for the first few retailers, trained new team members to continue bot development, and performed quality control checks to ensure bots were developed to be as robust as possible, maximising resilience to server-side changes.Upon leaving this role to join the Workload Allocations Team there were 47 bots successfully operating in the production environment, and the team left behind were confident in their ability to continue to expand development as per the requests of CPI subject matter experts.𝗚𝗲𝗻𝗲𝗿𝗮𝗹 𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗶𝗯𝗶𝗹𝗶𝘁𝗶𝗲𝘀• Design and standardisation of process and data flows• Development of reusable code snippets• End-to-end development of web-crawling robots• Team coordination and education of best practices• Technical training of new team members• Code review and quality control• Leverage back-end APIs if/when available for more comprehensive data acquisition• Stakeholder engagement• Human resource management𝗦𝗸𝗶𝗹𝗹𝘀 𝗔𝗽𝗽𝗹𝗶𝗲𝗱• Kofax RPA | Robotic Process Automation• HTML, CSS and JavaScript• CSV Parsing• Regular Expressions• REST APIs and JSON• Technical Documentation and Communication

Assistant Manager | Data Delivery

Geelong, Victoria, Australia

𝗝𝗼𝗯 𝗗𝗲𝘀𝗰𝗿𝗶𝗽𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗔𝗰𝗵𝗶𝗲𝘃𝗲𝗺𝗲𝗻𝘁𝘀The Assistant Manager is probably the most broadly scoped of all roles within Data Delivery, the department responsible for data acquisition of all business surveys. While in this position I was the first point of contact for approximately 20 subordinates and directly accountable for the response rates of 5-10 business surveys at any given time. As such, most of the primary tasks in this role revolved around workload allocations, staff management and the generation of management information for executive consideration.Additionally while in this role I worked with the Performance Management Team to redevelop their Key Performance Indicators to enable telephone interviewers to engage with different surveys and other work types without impacting their efficiency ratings. Furthermore, the source data fundamentally exists across multiple systems and I was able to automate the data acquisition, data integration and KPI calculations to ease the administrative burden and human error outputs within the team.𝗚𝗲𝗻𝗲𝗿𝗮𝗹 𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗶𝗯𝗶𝗹𝗶𝘁𝗶𝗲𝘀• Survey Management• Stakeholder Engagement• Human Resource Management• Interviewer Training and Coaching• Interviewer Performance Management• Daily Reproduction of Management Information𝗦𝗸𝗶𝗹𝗹𝘀 𝗔𝗽𝗽𝗹𝗶𝗲𝗱• Communication and Time Management• Microsoft Excel, including Power Query and VBA• Mathematical Modelling• Data Integration• Data Analysis• Data Visualisation

Lead Etl Officer | Administrative Data Acquisition Unit

Geelong, Victoria, Australia

𝗝𝗼𝗯 𝗗𝗲𝘀𝗰𝗿𝗶𝗽𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗔𝗰𝗵𝗶𝗲𝘃𝗲𝗺𝗲𝗻𝘁𝘀As Lead ETL Officer I was responsible for the training and supervision of the ETL team, who would perform manual Extract, Transform and Load processes on numerous administrative datasets that were acquired for a wide variety of reasons and pertaining to many significant ABS publications. While in this role I developed a collection of automation tools for many of the received datasets. The most significant of these, in terms of effort saving, was for the Monthly Building Approval Submissions. These files varied greatly by provider and cycle, and are sometimes completely unstructured. The automation tool was scripted to refer to back to standardised metadata by data provider to perform autonomous transformations (before Power Query was available). This metadata could be updated by the ETL team as provider submission formats change over time. For the entirely unstructured submissions, I also developed a suite of "micro-automation" macros that empowered the team to "manually" transform the datasets much faster, and QA their own work afterwards.𝗚𝗲𝗻𝗲𝗿𝗮𝗹 𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗶𝗯𝗶𝗹𝗶𝘁𝗶𝗲𝘀• ETL | Extract, Transform and Load Processing• QA | Quality Assurance of Team ETL• Officer Training• Team Supervision• Process Automation• Capacity Forecasting• Knowledge Management𝗦𝗸𝗶𝗹𝗹𝘀 𝗔𝗽𝗽𝗹𝗶𝗲𝗱• Communication and Coordination• Data Literacy• Manual Data Transformation• Metadata-driven Standardisation Protocols• UltraEdit Macros• Microsoft Excel• VBA | Visual Basic for Applications• SAS Enterprise Guide
