CurrentI lead efforts to empower veterans, servicemembers, and their families through research, development, and implementation of innovative policy and program solutions addressing key needs. Major projects include the drafting and implementation of an executive order and two major pieces of state legislation to address veteran professional licensure, college credit for military experience, and support for veterans in higher education. I proposed and manage a regional workforce development office to provide training to human resources and management professionals on veteran culturally competent recruiting and retention strategies. That office has provided services to more than 1800 employers and is accredited as a Society for Human Resources Management (SHRM) Recertification Provider. Administrator, Ohio Gi Promise Program
In my first opportunity as a lead advocate for veterans, I was responsible for the program implementation of the Ohio GI Promise, making Ohio the first state to offer in-state tuition to veterans, servicemembers, and their dependents. I planned and produced two major conferences: the 2008 Ohio Campus Veteran Services Conference of 36 Ohio public colleges and universities; and the inaugural meeting of the Ohio GI Promise Council of 20 Ohio veteran leaders and chaired by Senator John Glenn. I created the first system-wide assessment of veteran services at Ohio’s public colleges and universities and developed a plan for marketing the University System of Ohio to the veteran and military community around the country. I also successfully collaborated with key partners to develop and advocate for legislative proposals to codify the Ohio GI Promise provisions into state law.
Mail Services Manager / Administrative Assistant
I managed mail operations for the agency including coordination of US Postal Service contracts, management of postal accounts in excess of $5 million, and supervision of four mail delivery workers. I also managed special projects such as a detailed analysis and report of agency mileage reimbursement expenses versus the cost of establishing an agency-wide vehicle fleet with requisite administrative and maintenance support capabilities.
Tank Platoon Leader/Tactical Intelligence Officer
I served two years as a Tank Platoon Leader with overall responsibility for the human resources administration, training management, equipment accountability, and maintenance for a unit of 16 Soldiers, 4 M1A1 Abrams Tanks, and 4 Humvees. Deployed to Iraq for 12 months, I implemented tactical employment of the unit during more than 300 combat patrols and operations. I gained invaluable experience as a highly motivational leader and effective team member in an intense combat environment as well as insights on cultural competency in working with local national populations. Briefly serving on the battalion staff as a Tactical Intelligence Officer, I was responsible for planning the physical security of a Battalion of 500 soldiers and 200 vehicles. I directed unit intelligence collection, dissemination, counter-intelligence operations, and operational security education. I was awarded twice for meritorious service, including the Bronze Star for combat service in Iraq, and promoted to the rank of Captain.
Human Resources Analyst
As a Policy Analyst in the Division of Human Resources I researched, developed, and proposed HR policy and administrative rules for the State of Ohio. I managed the Division’s Ohio Administrative Code rule-making process to include annotating proposed rules, preparing rule summaries and fiscal analyses, scheduling and presiding over public hearings, and filing rules with the Secretary of State, Joint Committee on Agency Rule Review, and Legislative Services Commission. I gained invaluable experience in researching state agency needs, human resources trends, and union contract provisions and following through with recommendations regarding policy and program changes.

I participated in processing arms export license applications for military weapons systems and other defense-related products as part of the Office of Defense Trade Controls in the Bureau of Political-Military Relations. Under the direction of senior staff, I researched rules and regulations to ensure license applications were in compliance with federal code and provided routine administrative support to licensing officers including acting as courier for classified documents transmitted both within the State Department and to outside agencies such as the Department of Defense.
