Led, managed, and oversaw the Highways Capital and LTP Programme, ensuring the timely and high-quality delivery of a wide range of Highway schemes under an NEC3 contract. Project-managed and developed capital delivery programs with Supply Chain Partners. Ensured compliance with Highway asset management plans, health and safety regulations, CDM requirements, and environmental standards.Prepared monthly performance reports and provided KPIs, while ensuring adherence to quality management processes for BSI accreditation. Built effective relationships with clients, stakeholders, and supply chain partners. Responded to inquiries and reports from Councillors, MPs, and the public.

Responsibilities included: Day-to-day management of the team, Management of existing contracts and accounts, Fostering existing and developing new client relationships, Working closely with the commercial team on bids and marketing strategy, Planning, provision and monitoring of service delivery to clients on project delivery, Development of ISO 9001, 14001 and OHSAS 18001 systems.

Manage the Highways Asset Management Team (20 members of staff) responsible for the delivery of the following highways functions: - Highways, Drainage, and Winter Maintenance, Structures, Urban Traffic Control Systems (UTC), Sustainable Travel and Road Safety. Financial and budget management (capital and revenue) totalling £8m per annum for the highways infrastructure including the M62 motorway. Development of works programmes in line with the Highways Asset Management plan. Project manage schemes within the capital and revenue budgets. Develop partnerships both within the public and private sectors. Assist in the preparation and submission of bids for external funding i.e. Local Sustainable Transport Fund (LSTF) £4.5m over 5 years. Initiate and develop operational policies and procedures within the Highways Asset Management Team to achieve value for money. Represent the council at city regional meetings, Merseyside District Engineers Group (MDEG) representing 7 local authorities and a transport authority. Emergency forward control officer, on call 24/7 1 week in 4 (Emergency Planning).

Manage the Street Works Team (6 members of staff) responsible for all aspects of network management. Coordination of all works affecting the highway network both the authorities and utilities companies works including developers and other projects adjacent to the highway (Highway Agency - M62 junction 6 improvements scheme - £26m). Financial and budget management (capital and high speed roads maintenance) totalling £3.6m per annum. Manage Knowsley MBC’s high speed road network including all highways and environmental maintenance activities. Development of long and medium term works programmes

Responsible for the delivery of highways schemes, health and safety (CDM) and the implementation of the New Roads and Street Works and Traffic management Acts. Lead officer for the maintenance of the Highways Agency trunk roads within the councils boundaries. Development of the Councils network condition assessments – Technical surveys (SCRIM, Deflectograph, CVI and DVI survey’s).
