• Manage the Southern Ute Indian Tribe Air Quality Program to ensure all current air quality tasks and projects are completed. Responsible for the daily oversight and management of the regulatory and air quality planning sections of the Air Quality Program, including implementation of Clean Air Act regulatory programs and operation of a state and local ambient air quality monitoring network. Comments submitted on the Tribal Minor New Source Review Oil and Gas Federal Implementation Plan and the BLM’s Natural Gas Venting and Flaring Rule. Frequently interact with high level Tribal Officials, Tribal legal counsel, stakeholders, state and federal agencies on air quality issues. Provide technical advice on current and proposed air quality projects involving complex technical and legal issues, and developing corrective measures in Settlement Agreements to bring regulated sources back into compliance with Clean Air Act emission standards.

• Lead permit writer responsible for researching, developing, and issuing Title V operating permits for air pollution sources on the Reservation. Reviewed technical, complex permit applications, coordinated with source operators on additional information requests, regulatory applicability, and permit terms and conditions. Prepared permits and Statements of Basis and made sure permit actions were completed within regulatory deadlines.• Frequently sponsored and lead meetings with source operators and stakeholder groups to receive feedback on air programs and projects. Lead technical contact for the Tribe’s Reservation Air Code, responsible for initiating and completing revisions. Coordinated with EPA Region 8, the State of Colorado/Southern Ute Indian Tribe Environmental Commission, Tribal Council, and the AQP’s legal counsel on program development and implementation, rulemakings, and air quality issues on the Reservation.• Developed a strong knowledge of current Clean Air Act, state, and tribal air regulations. Provided technical comments on the EPA’s proposed Federal Tribal Minor New Source Program. Provided comments on NEPA documents and participated as a Team member on the Sothern Ute Indian Reservation Supplemental Environmental Impact Statement for Shale Oil development.

• Reviewed Title V operating permit applications for completeness, requested additional permit application information when deficient, verified emissions calculations, and made applicability determinations for Clean Air Act programs. Participated in training by EPA in processing and reviewing compliance related reports, conducted compliance inspections, and prepared draft inspection reports. Assisted with preparing the paperwork to submit to EPA to obtain delegation of New Source Performance Standards and National Emission Standards for Hazardous Air Pollutants. Research Technician, 2009-2010. Fort Lewis College, Durango, Colorado(Part Time)• Developed a research plan and secured project funding through a private sector sponsor and grants. Research goal was the characterization of microbial carbonate buildups of the Paradox Basin U.S.A., in order to aid the project sponsor in the building of predictive models for hydrocarbon exploration.• Research included the classification of facies types on a micro and macro scale, determining diagenetic histories, permeability and porosity estimations, and controls on the geometry and scale of carbonate buildups in relation to depositional and environmental settings. The study also required careful data organization and the extensive use of petrographic microscopes and micro-digital imaging.• Research findings were documented in written thesis reports and with verbal presentations to the Fort Lewis College Department of Science, the Four Corners Geologic Society, and at the 59th Annual American Association of Petroleum Geologist Rocky Mountain Rendezvous.
