Dan is an Economics Director at Marrons, supporting clients in the delivery of socio-economic evidence underpinning development proposals. Dan specialises in housing need evidence, appearing as expert witness for clients in Local Plan Examinations and Public Inquiries across the country. Dan prepares evidence for a variety of stakeholders at different stages of the planning process. This evidence includes demographic modelling, economic benefit statements, older persons housing need, housing mix, and socio-economic statements. Dan also prepares thought pieces on a variety of subjects which affect town planning.

Responsible for a range of enforcement cases and retrospective planning applications.

Seconded to Nakheel, City Relations & Urban Planning, Waterfront Project, Dubai, UAE. The Waterfront project proposes a sustainable city in Dubai. Nakheel has a Local Authority function of granting planning approvals to developers, allowing them to then apply for a building permit through the Civil Engineering Department.Responsibilities: Ensuring that Third Party Developers' (TPDs) conformed to the adopted Development Control Regulations (DCRs).Negotiating with TPDs from a broad range of ethnic backgrounds to ensure approval for their development and alignment with all relevant planning legislation and guidance to receive their Building Permit from the Free Zone Dubai Municipality. Managing a case load of development applications (Preliminary and Detailed Design, Non Standard Approvals and NOCs). Negotiating with agents/developers, resolving problems, making informed recommendations, drafting and discharging conditions.Writing delegated and DRB reports for planning applications.Answering enquiries relating to procedures and the planning framework and legislation; undertaking site visits; assisting the Senior Case Manager. Assisting in the implementation of the 'Planning Pathfinder' Project, which aimed to achieve a more robust, consistent, fit for purpose planning system at Waterfront through the creation of policies, procedures and working practices for the Approvals Team.

Managing a caseload of major and minor planning applications and compliance/enforcement investigations/complaint cases;Case officer for a high-profile Gypsy/Traveller planning application;Writing delegated and committee reports for planning applications;Representing the Council in two public inquiries; one informal hearing; several written representations; providing evidence at court hearings.Mentoring junior members of staff in planning/enforcement case work; Deputising for the Enforcement Team Leader; allocating case work;Writing delegated authority reports for prosecutions, enforcement notices, breach of condition notices, article 4 directions, and section 215 notices;Undertaking investigative, monitoring and compliance site visits.

WFMA-B01B1&B01B2 - Residential development in 1 tower (8 + 1 basement./31m) comprising: site area of 15,000 sqm; proposed BUA of 30,867.50 sqm; 222 apartments; 261 car parking spaces in 2 basement floors and ground floor level and two (2) loading bays.
