Responsible for administering program management and technical oversight for all activities in the Ground Systems Segment of STI’s Government Division. I was measured against aggressive, profit-motivated performance goals. Average annual budgets in excess of $4M were being managed to within 1% of target goals. I executed CPAF, CPFF, FFP contracts. Customers included the Air Force, Loral Federal Systems, Lockheed Martin, Computer Sciences Corporation, Boeing, GTE, and FCI. In support of these customers, employees were geographically dispersed to strategic locations in Melbourne, FL; Colorado Springs, CO; La Plata, MD; Albuquerque, NM; and Gaithersburg, MD.

Responsible for the design and development of the TT&C system for the distributed GPS ground segment upgrade. This involved significant interaction with customer engineers and architects, as well as Aerospace and Air Force representatives. Responsible for coordinating the technical aspects of the geographically segregated groups of engineers developing the GPS TT&C upgrade. Activities included spiral and incremental software life-cycle components, conforming to MIL-STD-498 documentation standards. Customer-mandated engineering processes included traditional PDR, CDR methods and IPT methods. Administrative complexities included multi-site configuration management, and integration and system-level testing and deployment.

Responsible for the entire software life cycle of several ground station automation capabilities, including distributed schedule execution (OAC), and resource management (REM). OAC provides multi-mission, multi-ground site schedule generation, distribution, and execution. REM provides expert-system-based resource management of hardware and software components required to support real-time TT&C activities. Several satellite missions of national significance were supported.Responsible for the design and development of a common library of orbital mechanics routines (ORB). The ORB library development effort included the integration of a full Brouwer orbit propagation model and the analysis leading to a high precision antenna driving prediction model. Responsible for the design, development, and integration of the real-time attitude determination ground software for several satellite families. Designed and implemented several mission-critical databases, providing real-time access for applications requiring satellite ephemeris and mass property information.
