The Master Training Specialist (MTS) program is designed to create a group of highly-skilled active duty and civilian Coast Guard members who possess a comprehensive understanding of Instructional Systems Design fundamentals, training management, administration, and curriculum development consistent with national standards promulgated by the International Board of Standards for Training, Performance and Instruction (IBSTPI). Instructional methodology topics include copyright laws, evaluation of instruction, evaluation of learner activities, group discussion and consensus, instruction development, instructional systems design, instructional technology, and learning outcome assessments. Learning framework topics include application of learning strategies, classroom procedures, learning inventories, psychology of learning cognition, psychology of learning motivation, test item analysis, test item construction, and theoretical model application.

Directly impacted 1500+ lives and $100+ million in property as a response planner, and communication specialist across 11 mission categories by acquiring critical information through various communication sources, creating multi mission response plans, tracking assets through multiple computer inputs, and completing documentation.Daily use of communication techniques involving oral, written, PowerPoint briefs, SharePoint documentation, individual, and group communications with internal and external stakeholders over multiple platforms including radios, email, phones, and presentations resulting in the completion of over 700 successful missions.Training Program Manager overseeing 100+ members encompassing multi mission qualifications, increased standardization test scores by 20% on division assessments, conducted overhaul on training plan to meet new policy standards resulting in a 100% administrative inspection. Personal development coach/trainer successfully preparing 25 members to test for advancement.

Planned and coordinated 11 mission areas for the USCG to include search and rescue, law enforcement, pollution response, and national defense.
