The City of Weston is one of a few “Contract Cities” in the country such that almost all services are outsourced to private sector companies or other local governments. Weston’s ten employees are responsible for managing service contracts as well as completing other responsibilities. My career has expanded with the City, starting as the City’s Treasurer in 2007, growing into the Assistant City Manager/Chief Operating Officer Role in 2013, and then expanding into my current role. My role involves directly managing the City’s cash management, risk management, payroll and benefits; overseeing the City’s accounting, budget and long-range financial planning activities; building code and code enforcement operations; information technology services; and supporting the City Manager. As of September 30, 2016, the City has a $126 million dollar annual budget and $109 million in investments. My previous role as the Assistant City Manager/Chief Operating Officer involved directly managing the City’s cash management, risk management, capital projects and procurement; overseeing the City’s parks and recreations operations, landscaping activities, building code and code enforcement operations; and supporting the City Manager.

Franklin Templeton Investments is a subsidiary of Franklin Resources, Inc., a global investment management organization. I worked specifically in their Mutual Series Group which focuses on value investing by scouring for undervalued opportunities and minimizing volatility. The investment strategies ranged from merger arbitrage to distressed debt to private placements to options and futures on stocks and currencies. My final role was to support our financial analyst team in their daily responsibilities and internal monthly reporting; external quarterly/semi-annual/annual reporting for Statements of: Investments, Assets & Liabilities, Operations, and Changes in Net Assets; financial highlights; and properly analyze trades, dividends and corporate actions such as: tender offers, splits and special dividends. Mutual Series had seven funds totaling $51.7 billion in assets as of December 31, 2015.
