The Office of Congressional Affairs (OCA) is the main conduit for communications with Congress and works directly with members of the NRC Commission and senior staff to provide information to Congress and reply to inquiries from various committees of the House and the Senate and Members of Congress who are interested in aspects of NRC responsibilities. The Federal and External Affairs programs also reside in Congressional Affairs.

Official liaison to Congress for US Army-Military District of Washington (USA/MDW) and Joint Force Headquarters-National Capital Region—a 256-person headquarters and 5 Army garrisons with 10,000+ Active Duty military and civilian Federal employees. Direct communications and coordination across multiple organizations and institutional boundaries.• Liaison to over 100 Interagency agencies working closely with civil authorities to protect a 2,500 square mile area that is home to over 5 million residents and more than 20 million visitors annually. • Senior member of core team of Subject Matter Experts advising Commanding General on Emergency Management and all aspects of Congressional Affairs.

Provided enterprise leadership for 20-person elite team in identifying and managing strategic issues for the Air Force (AF), in developing short- and longer-term Congressional objectives and in exchanging and clarifying information on issues impacting National and Homeland Security. Served as Senior Communication Coordinator for Office of Public Affairs—provided technical advice on communications strategy to inform the American people on AF programs and missions.

Developed and coordinated responses/decisions on 10,000+ Congressional inquiries annually. Directed a 25-person staff in managing this process, responding in line with AF positions to inquiries by Members of Congress regarding AF policies, issues and programs. Entrusted with authority to act on behalf of SECAF / CSAF in communicating with White House Military Office and to respond on behalf of the President and Vice-President to diverse concerns. Directed the USAF Total Force Fellows Programs and supervised the strategic placements of 39 Legislative Fellows on Capitol Hill.

Deputy Commander of the largest mission support group located in the largest American community outside of the United States. Provided comprehensive leadership, security, morale, welfare, and recreational services for over 2,500 service members and their families living in 500+ family housing units and to 600+ children attending Department of Defense Dependent Schools.

Commanded a 351-person USAF squadron with over 70 separate work centers and supervised five department managers. Directly responsible for the health, safety, welfare, morale, training, and disciplinary issues for personnel assigned to four subordinate branches and 11 staff agencies. Directed all peacetime and wartime readiness support in the areas of military personnel, civilian personnel, education and training, and family services, to over 22,700 active duty military and their dependents, civilians, and retirees, living in the Elmendorf AFB community. Managed a $3.6M O&M budget.

Managed and supervised a 13-person staff responsible for information technology and distance learning, resources, research, and regional accreditation, for the largest community college in the world and the only one of its kind in the Department of Defense. Performed duties as the Director of Staff in managing and directing the day-to-day operations/activities of the 100-person CCAF Administrative Center. Assumed commander responsibilities during the absence of the Commander and Vice-Commander. Managed a $2.2M O&M budget.

Held progressive assignments with increased responsibilities from the rank of Second Lieutenant to Major. Duties included Missile Combat Crew Commander, Doctrine & Training Officer, Command Post Emergency Action Officer, and Senior Executive Mission Director in a classified program directly supporting the President and Vice President of the U.S.; Base Protocol Officer, and Congressional Liaison Officer.
