Sr. Program Director - Metro Rail Expansion Program
Directed, coordinated, and provided monitoring and oversight for $2.18B MRE Program. Responsible for coordination with, and for work of; consultants, contractors, and staff for development and delivery of projects against scope, schedule, cost, and quality baselines. Delivered project milestones while ensuring quality standards and adherence to Metro policies, procedures and contract specifications. Represented MRE to METRO Board of Directors and other governmental entities, as well as the private sector and community in the design and construction of transit projects. Developed Programs, Projects, Processes, Policies & Procedures as needed. Oversaw the assembly of statistical reports and financial analysis to identify cost effectiveness, meaningful trends, and abnormalities in projects requiring corrective action. Directed course of action as needed to insure compliance with established project objectives. Reviewed, monitored and approved expenditures associated with contractual agreements. Assisted in the selection of A&E firms and contractors, as well as assisted on follow up contract negotiations pertaining to such selections. Performed technical review of projects and oversaw technical reports and correspondence with program entities. Administered supervision over other professional, technical, and administrative personnel including numerous professional consultants. Monitored engineering design reviews to ensure compliance with project design criteria, local codes, and other regulatory compliance regulations. Established and monitored standards of project management and program control. Evaluated technical specifications of project and directed actions to achieve project goals and objectives. Assisted in securing Metro and FTA funding for incurred costs related to transit development including $900M Full Funding Grant Agreement. Communicated project design and Metro’s position to other government agencies, utility entities, and stakeholders.
Director, Environmental Compliance & Remediation, Metro Rall Expansion Program
As Director of Environmental Remediation (prior to promotion to Sr. Program Director); Directed strategic development, contract negotiations, program management, and operational policy & procedure for Phase I & II Environmental Investigations, Phase III Environmental Remediation, and integration/management of numerous programs and projects for $1.27B Design/Build Construction of light-rail expansion program. Directed Risk Management and Real Estate in the acquisition of over 600 properties; 71 of which were regulated and required some form of environmental remediation. Ultimately reduced planned and actual remediation costs from $55M to $24M (56% savings) and still achieved regulatory concurrence and closure on all properties. Per request of Federal Transit Administration (FTA), wrote Environmental White Paper entitled "Building Transit Projects Without Environmental Delays" on how the MRE Environmental Program was designed and implemented. Said white paper strategy and methodology is currently being taught by FTA to other transit agencies as model program.
Southern Colorado Operations Mgr. / Project Director
Responsible for P/L and operation of Southern Colorado Office located in Colorado Springs CO., as well as other nationwide federal client programs/projects. Also, specific to Epsilon; responsible for strategic partnering and corporate development planning for the Nuclear Operations & Environmental Management (NOEMS) Sector in Texas, New Mexico, Nevada, Idaho, and China Lake Naval Air Weapons Center in California; as well as operational management for Hurricane Katrina emergency response actions. Additional responsibilities included Security Clearance Coordination with DOE Personnel Security Division and Contracts Management & Coordination with the NNSA Procurement Division.
