Directed a highly technical and diverse workforce of 250 federal employees who were Software Engineers, System Engineers, ATSSs, Program Managers/Analysts and Computer Specialists. Gave day-to-day direction to subordinate managers including facility managers and functionally integrated teams of operational and support personnel. Provided coaching, mentoring, and development of staff and organizational capabilities and is responsible for team-building throughout the facilities in the District. In Addition, provided support to the Director of Technical Operations to establish, monitor, and sustain Tech Ops initiatives and activities that cross service units within the ATO and the FAA LOBs.Provided senior level policy guidance, direction and interpretation of technical operations related areas of NAS program. In 2011, Operation SAFEE Flight was created as a two day event that takes off on the first Friday and Saturday in May, with a day of educational program for students, educators and the general public and on Saturday, pilots to fly-in to Opa-Locka airport and the community can drive-in to the event. The SAFEE expo’s were conducted in 2012 and 2013, when spelled out its the “South Florida Aviators Fly-in and Educational Expo”.Day long educational events designed to help introduce thousands of local Miami Dade and Broward County public school students of all ages, as well as the general public, to the world of aviation. Future aviators are provided with a glimpse into what aviation could mean for their future and ways to successfully pursue one of the many career paths.The summer of 2013, SAFEE launched its “Summer Aviation Academy” program. Four cities surrounding Opa-Locka Airport, Hialeah, Miami Gardens, Opa-Locka and Miami Lakes, had an Aviation Academy conducted at their Parks. Pilots, Controllers, Technicians, Barrington Irving, Inspectors and local CAP spoke with the youth. They were trained on Flight Simulators and on a separate day, selected youth were taken to Opa-Locka Airport to experience Discovery Flights with four Flight Schools. They also toured the Opa-Locka Air Traffic Control Tower and the USCG base operation.SAFEE is a “STEM” (Science, Technology, Engineering, and Math) outreach program and has a strong partnership with the FAA, Miami-Dade Schools, local aviation businesses and organizations and Educational institutions at the college level.SAFEE’s goal is to introduce as many kids, young adults, and members of our community to the huge impact and benefits that aviation has in South Florida. The Federal Executive Board operates under Federal Regulations 5 CFR Part 960 and By-Laws approved by the membership. The FEB supports and promotes national initiatives of the President and the Administration, and responds to the local needs of Federal departments/agencies through program activities of its committees and councils. Memberships on these committees include Federal employees who have been selected by their agency head to serve because of their positions, responsibilities, and expertise.The South Florida FEB is headed by a Chair, Vice Chair, Treasurer, and Communications Director elected by the membership. In addition there is a Board of Directors composed of fifteen elected, permanent, and appointed members. The Board of Directors meet monthly and are responsible for outlining the focus and policies of the FEB and its committees each year. It also makes recommendations on matters involving interagency coordination and action. The position does not represent an individual agency as do other members of the Board, but rather the Federal community as a whole.

Experience Aviation is a 501(C)(3) non-profit organization based at Opa-Locka Executive Airport in Miami, Florida. In 2005, at the age of 21, Barrington Irving founded Experience Aviation to motivate youth and address the shortage of technically skilled professionals in aviation, aerospace, and related career fields. The organization operates a 3,100-square-foot learning center in a space it shares with an airport hanger. I served as the Technical Operations SUPCOM National Chair Position which was a full-time detail. The position was located in Washington headquarters and at times in the Miami SMO office. I was required to maintain direct communications with the Vice President of Technical Operations, service area directors and other key headquarters executives and representatives in program execution matters. I served as the national focal point on issues of concern for field level supervisors and managers. I coordinated national meeting and teleconferences and served as the focal point for reviewing SUPCOM national agenda items and ensured that periodic status updates on open action items were distributed to the National Committee members for further distribution to the field supervisors.I conducted and participated in national level work groups, subcommittees, and/or otherappropriate activities to resolve national issues. I provided consultation to work groups to ensure national proposals are clearly stated and were objectively evaluated, historical background provided, and alternative solutions identified with recommendations that are realistic and achievable.I reviewed new and proposed programs for facilities, equipment and training and made recommendations as to priority and suitability of implementations.I had access to a vast network of current front line managers to serve on national teams. The teams reviewed system and maintenance concepts, new systems implementation plans, and process changes. It required assignments to be made for actions and tasks to the appropriate work group(s).I collaborated with the Air Traffic SUPCOM leaders to ensure consistent practices were shared and communicated within both organizations.
