Business Group Lead for the Heavy Civil Division in Southern California focusing on highway and transit projects throughout the southland.

Mr. Waters was Senior Vice President of Fluor Enterprises, Inc. and lead Fluor’s team for the construction of Southern Nuclear Operating Company’s Vogtle Electric Generating Plants 3 and 4 (AB1000) as a subcontractor to Westinghouse Electric Company ($4 billion). Plant Vogtle’s Units 3 and 4 were two of the newest nuclear power projects to be constructed in the U.S. in the last three decades. Located in Waynesboro, Georgia, the project is majority-owned and operated by Georgia Power. In October 2015, Westinghouse named Fluor as the construction subcontractor at the Westinghouse AP1000® (Advanced Passive) nuclear power plant Units 3 and 4. The subcontracts were awarded to Fluor in January 2016, and the Fluor team immediately mobilized to the Plant Vogtle site. As Site Project Director, Mr. Waters lead some 4,000 union craftsmen and women, along with nearly 1,100 staff, constructing these 1,117 megawatt units (2,234 megawatts total). The plant was needed to accommodate the estimated 1.8 million new Georgia residents expected by 2025. Units 3 and 4 are expected to be operating in 2019 and 2020 respectively.

Mr. Waters was Senior Vice President, Operations, Fluor Enterprises, Inc., and was President of Tappan Zee Constructors, LLC, a consortium specifically assembled to execute the $3.9 billion replacement of the Tappan Zee Bridge in New York. The LLC consists of Fluor (managing partner), American Bridge, Granite Construction and Traylor Bros. Tappan Zee Constructors, LLC was awarded a $3.142 billion lump sum contract in December 2012 to design and build the nearly 4-mile Hudson River Crossing Project. Tappan Zee Constructors, LLC's main span design comprises parallel east and westbound cable-stayed bridges, with 1,200-foot main spans and 515-foot side spans. The main spans comprises of composite steel and concrete decks, parallel strand stay cables, iconic V-shaped reinforced concrete towers, reinforced concrete anchor piers and pile caps, and reinforced concrete-filled steel pipe pile foundations. As President & Project Executive, Mr. Waters had overall accountability for the performance of Tappan Zee Constructors, LLC.

Mr. Waters was Vice President, Operations, Rail Transit for Fluor. In this capacity he was responsible for the successful execution of multiple complex construction, design/build and design/build/operate/maintain and finance rail transit projects in the United States, including the World Trade Center Transportation Hub in New York, NY ($1 Billion), the Mid-City Exposition Light Rail Project in downtown Los Angeles, CA ($700 Million) and the Eagle P3 CRT in Denver, CO ($2.6 Billion).

Vice President, Operations, Infrastructure. Executive Project Director with overall responsibility for Phoenix Constructors, JV (PCJV) efforts on the World Trade Center Transportation Hub Project (Hub) in New York, NY. PCJV includes Fluor (managing partner), Skanska, Bovis Lend Lease and Granite. The Hub is a multi-billion dollar project for the Port Authority of New York and New Jersey, spanning approximately five (5) years, and includes; demolition and site preparation for the entire sixteen (16) acre site, construction of the temporary PATH facility, underpinning of major subway track sections, construction of nearly 1,000,000 square feet of underground commercial space, a new PATH station with new track construction serving approximately 50,000 passengers daily, a new Transit Hall and the signature “oculus” designed by Santiago Calatrava.Also responsible for executive oversight of Fluor’s participation in the design and construction of the Mid-City Exposition Light Rail Project in downtown Los Angeles, CA. The Joint Venture consists of Flatiron (lead), Fluor and Parsons Transportation Group. This is a $700 million lump sum, design-build transportation project that ties into the Los Angeles Metropolitan Transportation Authority’s Blue line and terminates at the Washington National station in Culver City, CA.Mr. Waters also represented Fluor as a board member on the Eagle P3 Project for Denver Regional Transportation District (RTD) in Denver, CO. The Design/Build Joint Venture consisted of Fluor (lead) and Balfour Beatty (BBRI), and the Operations & Maintenance Joint Venture consisted of Fluor, BBRI and Alternate Concepts, Inc. (ACI). This is a $2.6 billion lump sum, design/build and operate/maintain (30 years) commuter rail project connects Union Station to Denver International Airport (22.8 miles) and South Westminster (12.5 miles).

Assisted a large multi-national solar manufacturing company to select a site, design and build a 2.5 million+ square foot green field manufacturing plant in Singapore, a nearly €3 billion investment. Lead the completion of the Preliminary Design, establishment of the overall execution strategy using multiple design/build contractors, including Fluor’s EPC scope, and led the project through the award of the contracts and Detailed Engineering Phase.Executive Project Director on the design and construction of Harvard University’s Laboratory for Integrated Science and Engineering (LISE) building in Cambridge, MA. This project is a $200 million nanotechnology laboratory consisting of; two (2) below grade levels of clean room space (Class 1,000 – 10,000), a seven-story mid-rise lab complex that includes seventeen (17) large superconducting magnets and experiment space, offices and cafeteria/lounge.Executive oversight of Fluor’s EPC contract on a $2.8 Billion green field copper mine project for Ivanhoe Mines. This project is a 70,000 metric ton per day copper mine, with complete concentrator facility, designed by Fluor in Vancouver, BC, executed out of Shanghai, PRC and located in Mongolia.Project Director on the Renée and Henry Segerstrom Concert Hall Project located in Costa Mesa, California. The project consists of a world-class 256,000 square foot theater complex that includes a 2,000-seat symphonic concert hall, a 500-seat flexible-use theater, education center, 180-seat, 5-Star restaurant and associated spaces. This $200 million, lump sum construction only project was designed by Cesar Pelli & Associates with Russell Johnson, Acoustician.

Vice President, Caribbean, Commercial & Institutional Strategic Business Unit and Project Director Four Seasons’ Resort at Emerald Bay, Exuma, Bahamas. Project Executive on a new 5 Star resort on Great Exuma operated by Four Seasons. This $120 million guaranteed maximum price contract for construction only consisted of a 220-key luxury resort hotel and conference center, including a full restaurant, with 37 separate buildings, multiple pools and spa.Vice President, Caribbean, Commercial & Institutional Strategic Business Unit. Responsible for developing the strategic business unit’s Caribbean strategy and market penetration programs. Awards included the Caribbean Mall & Business Center ($75 million) in Santo Domingo, Dominican Republic, the Four Seasons Emerald Bay Resort ($106 million) on Great Exuma, Bahamas, and the Ritz-Carlton ($75 million) on Grand Cayman. Responsible for sales performance and operations for the SBU throughout the Caribbean Region.

Vice President, Manufacturing & Life Sciences - Asia. Responsible for all manufacturing and life sciences work performed in Asia Pacific. Successfully completed multiple projects for Proctor & Gamble in China, Vietnam and the Philippines, Analog Devices in the Philippines and Philip Morris in the Philippines and Malaysia. Also completed the design and construction of Fluor Daniel’s 22-story office in Alabang, Philippines. Performance with P&G was rewarded with a design/build contract in Cabuyao, Philippines for a $70 Million developmental dry laundry product facility and a follow on 3-year term construction management and operations and maintenance contract.Lead the company’s effort in winning and successfully completing a $240 Million greenfield wafer fabrication facility for Wafer Technology Malaysia in Kulim, Malaysia – Semiconductor International’s 2002 Top Fab Award. Successfully completed the design/build of the second phase for Analog Devices in the Philippines, earning substantial early completion bonus in the process.

Vice President & President Industrial Companies - Asia. Responsible for all industrial sector work performed in Asia Pacific. Successfully completed multiple projects for Proctor & Gamble in China, Vietnam and the Philippines, and Philip Morris in the Philippines and Malaysia. Also completed the design and construction of Fluor Daniel’s 22-story office in Alabang, Philippines. Other clients served include Roche, Delphi and General Motors in China.Additional projects completed included a greenfield hair care manufacturing facility for Proctor & Gamble in Tianjin, China ($100 Million), a $1+ billion gold mining facility for Newmont in Batu Hijau, Indonesia, a $350 Million Kyoto Train Station in Kyoto, Japan (JV with Obayashi) and the $90 Million retrofit of the Borobudur Hotel in Jakarta, Indonesia.

Vice President and Operating Company President, Commercial & Institutional Operating Company. Assumed global responsibilities for profit and loss of the commercial and institutional segment of the business. Drove significant revenue growth in criminal justice projects in the United States. As a result of leading successful prison construction efforts in Madera and Imperial, CA, was awarded, and successfully completed, the largest prison built by the California Department of Corrections in Corcoran, CA. In addition, successfully completed multiple criminal justice projects for Texas Department of Criminal Justice.Led Fluor Daniel’s expansion into the hospitality business with the booking and successful project execution of multiple convention centers, hotels and sports facilities in the United States and Asia. In addition, successfully completed a $1 Billion teaching hospital in Jeddah, Saudi Arabia, resulting in the follow on award of a major infrastructure project from the university.

Division Manager, Aviation. Was responsible for setting up a business that focused on aviation projects worldwide. Successfully pursued a construction management award on the New Seoul Metropolitan Airport, Korea. Completed the north portion of the terminal building construction, in JV with Obayashi, at the Kansai International Airport in Japan. Completed construction of the new terminal for Savannah Regional Airport, Georgia and successfully executed the NISC program for the FAA. Was responsible for profit and loss of this segment of the business in the western United States and Asia.
