    Mr. Waters was Senior Vice President of Fluor Enterprises, Inc. and lead Fluor’s team for the construction of Southern Nuclear Operating Company’s Vogtle Electric Generating Plants 3 and 4 (AB1000) as a subcontractor to Westinghouse Electric Company ($4 billion). Plant Vogtle’s Units 3 and 4 were two of the newest nuclear power projects to be constructed in the U.S. in the last three decades. Located in Waynesboro, Georgia, the project is majority-owned and operated by Georgia Power. In October 2015, Westinghouse named Fluor as the construction subcontractor at the Westinghouse AP1000® (Advanced Passive) nuclear power plant Units 3 and 4. The subcontracts were awarded to Fluor in January 2016, and the Fluor team immediately mobilized to the Plant Vogtle site. As Site Project Director, Mr. Waters lead some 4,000 union craftsmen and women, along with nearly 1,100 staff, constructing these 1,117 megawatt units (2,234 megawatts total). The plant was needed to accommodate the estimated 1.8 million new Georgia residents expected by 2025. Units 3 and 4 are expected to be operating in 2019 and 2020 respectively.

Tappan Zee Constructors, LLC was awarded a $3.142 billion lump sum contract in December 2012 to design and build the nearly 4-mile Hudson River Crossing Project. Tappan Zee Constructors, LLC's main span design comprises parallel east and westbound cable-stayed bridges, with 1,200-foot main spans and 515-foot side spans. The main spans comprises of composite steel and concrete decks, parallel strand stay cables, iconic V-shaped reinforced concrete towers, reinforced concrete anchor piers and pile caps, and reinforced concrete-filled steel pipe pile foundations. As President & Project Executive, Mr. Waters had overall accountability for the performance of Tappan Zee Constructors, LLC.

PCJV includes Fluor (managing partner), Skanska, Bovis Lend Lease and Granite. The Hub is a multi-billion dollar project for the Port Authority of New York and New Jersey, spanning approximately five (5) years, and includes; demolition and site preparation for the entire sixteen (16) acre site, construction of the temporary PATH facility, underpinning of major subway track sections, construction of nearly 1,000,000 square feet of underground commercial space, a new PATH station with new track construction serving approximately 50,000 passengers daily, a new Transit Hall and the signature “oculus” designed by Santiago Calatrava.Also responsible for executive oversight of Fluor’s participation in the design and construction of the Mid-City Exposition Light Rail Project in downtown Los Angeles, CA. The Joint Venture consists of Flatiron (lead), Fluor and Parsons Transportation Group. This is a $700 million lump sum, design-build transportation project that ties into the Los Angeles Metropolitan Transportation Authority’s Blue line and terminates at the Washington National station in Culver City, CA.Mr. Waters also represented Fluor as a board member on the Eagle P3 Project for Denver Regional Transportation District (RTD) in Denver, CO. The Design/Build Joint Venture consisted of Fluor (lead) and Balfour Beatty (BBRI), and the Operations & Maintenance Joint Venture consisted of Fluor, BBRI and Alternate Concepts, Inc. (ACI). This is a $2.6 billion lump sum, design/build and operate/maintain (30 years) commuter rail project connects Union Station to Denver International Airport (22.8 miles) and South Westminster (12.5 miles).

Lead the completion of the Preliminary Design, establishment of the overall execution strategy using multiple design/build contractors, including Fluor’s EPC scope, and led the project through the award of the contracts and Detailed Engineering Phase.Executive Project Director on the design and construction of Harvard University’s Laboratory for Integrated Science and Engineering (LISE) building in Cambridge, MA. This project is a $200 million nanotechnology laboratory consisting of; two (2) below grade levels of clean room space (Class 1,000 – 10,000), a seven-story mid-rise lab complex that includes seventeen (17) large superconducting magnets and experiment space, offices and cafeteria/lounge.Executive oversight of Fluor’s EPC contract on a $2.8 Billion green field copper mine project for Ivanhoe Mines. This project is a 70,000 metric ton per day copper mine, with complete concentrator facility, designed by Fluor in Vancouver, BC, executed out of Shanghai, PRC and located in Mongolia.Project Director on the Renée and Henry Segerstrom Concert Hall Project located in Costa Mesa, California. The project consists of a world-class 256,000 square foot theater complex that includes a 2,000-seat symphonic concert hall, a 500-seat flexible-use theater, education center, 180-seat, 5-Star restaurant and associated spaces. This $200 million, lump sum construction only project was designed by Cesar Pelli & Associates with Russell Johnson, Acoustician.
