Knoxville, Tennessee Area

Darrell serves on the Strata-G Team at ORNL and is Lead of UT-Battelle’s Operational Planning function in Laboratory Waste Services. He formulates plans, strategy, and budgets for on-site staging; and off-site treatment, and disposal of hazardous, low-level, mixed, and transuranic (TRU) waste. He developed rationale and criteria to transition DOE Environmental Management facilities managing newly generated waste at ORNL to DOE Office of Science mission program. He coordinated the DOE Site Office review and issue of UT-Battelle’s current "Radioactive Waste Management Basis and Work Smart Standards for DOE Order 435.1 Radioactive Waste Management". He provided waste forecasting and cost estimating support for the development of “ORNL Legacy Material Inventory Estimate in Support of Integrated Facilities Disposition Project”. Further, he participated in the development of the process used by UT-Battelle to track staging clocks and monitor timeliness of waste pickups from generator staging areas, thereby minimizing on-site storage requirements. From November 2003 to October 2004, Darrell functioned as Waste Services Representative Team Lead for UT-Battelle Laboratory Waste Services Organization, in which he provided resource planning, allocation, and prioritization for provision of purchased waste management services.

Lenoir City, Tennessee

Darrell represented System Outsourcing Solutions to clients for waste management-related services and managed Oak Ridge Reservation (ORR) Biosolids Oversight Program for Bechtel Jacobs. In this capacity, he interfaced with TDEC, DOE, and City of Oak Ridge to ensure proper management of biosolids being land-applied on DOE property (approximately 400 metric tons of biosolids were applied to application sites annually). He also served as Generator Services Manager for Duratek Federal Services (DFS) Liquids and Gaseous Waste Project at ORNL. He provided technical and special project support to Bechtel Jacobs Company LLC (BJC).

Knoxville, Tennessee Area

Darrell served as an independent professional engineer who certified closure of Former Hazardous/Mixed Waste Storage Facility and Mixed Waste Storage Facility, and oversaw closure of the Reactives Chemical Facility. He led a team that developed an integrated work plan for ORNL Waste Operations to transfer stored low-level mixed waste inventory from ORNL to ETTP. He identified, scheduled, and tracked action items to ensure smooth continuity of operations and coordinated “blue sheeting” of applicable LMER command media, including Safety Basis Authorization Documentation, procedures, and certification program documents.

Knoxville, Tennessee Area

At Lockheed, Darrell managed a staff of twenty-one technical, administrative, and clerical personnel and $6M annual budget. He developed the approach for implementing Lockheed Martin’s "Conduct of Operations Improvement Plan" for verbatim compliance for environmental requirements. Over 1,500 specific requirement units were identified, cataloged, and traced to implementing documents. He also chaired a re-engineering team for ORNL’s Waste Certification Program. This generator-purchased services model is still used by UT-Battelle’s Environmental Protection and Waste Services Division. He managed the ORNL Waste Certification Program for hazardous, mixed, LLW, and TRU waste and developed and implemented the "Waste Certification Quality Assurance Plan".

Knoxville, Tennessee Area

Darrell managed staff of engineers and scientists and $1.5M annual budget. He was responsible for leading efforts to resume ORNL off-site shipments of hazardous waste following DOE-imposed moratorium. He published "Annual DOE Order 5820.2A Waste Management Plan for ORNL" and managed the preparation of "Draft Radiological Performance Assessment" for low-level waste disposal at the ORNL Interim Waste Management Facility.
