As Managing Associate with ESA Mr. Bertrand's responsibilities included hydrologic and hydraulic analysis, quantitative analysis of physical processes, watershed/drainage analysis, stormwater best management practices design and assessment, report writing and field surveys in support of multi-objective shore, wetland and creek enhancement and restoration designs. Duties also included managing projects and project teams, client interaction, and developing new business ventures and relationships.

While working as a Hydrologist at WEST Consultants Mr. Bertrand was responsible for conducting water resources engineering evaluations and studies. Work included the analysis and design of channels, levees and other hydraulic structures as well as conducting riverine hydraulic and sediment transport modeling using single and multi-dimensional numerical models.The majority of work experience focused on hydrologic and hydraulic modeling for a wide range of projects including dam break analysis, bridge scour and erosion studies, levee certification studies, flood hazard area delineation, FEMA flood insurance studies, the development of flood forecasting and warning systems as well as natural channel design. Mr. Bertrand was also the lead instructor for a three-day technical training workshop for the hydrologic modeling software program, HEC-HMS (Hydrologic Modeling System).

As the Niagara Peninsula Conservation Authority Watershed Engineering Technician Mr. Bertrand was responsible for the generation of regulatory floodplain mapping utilizing hydrologic and hydraulic modeling software as well as Geographical Information System (GIS) software. Updates to the Authority’s mapping database was performed as necessary where changes in watershed conditions as a result of development, channel works, crossings or other approved activities took place. Mr. Bertrand also provided a key role in the implementation of the NPCA’s flood forecasting and warning program through the review of daily hydrologic conditions, hydraulic modeling and the preparation and distribution of flood bulletins, advisories and warnings. Other responsibilities included the maintenance, operation, capital improvement, data acquisition and inspection for all stream gauge monitoring stations owned/operated by the Authority.

As Water Conservation Supervisor for the Kettle Creek Conservation Authority, Mr. Bertrand was responsible for the development, management, and the implementation of water resources conservation and protection programs of the Authority and to maintain liaison with local and provincial agencies and to provide advice within the established framework of the Conservation Authority policy. Duties included the management and implementation of surface and groundwater resource conservation programs for the Kettle Creek watershed and the implementation of water resource monitoring programs within the Authorities jurisdiction. These programs included the Provincial Groundwater Monitoring Network; the Provincial Surface Water Quality Monitoring Network; the Ontario Low Water Response; the Aquatic Species at Risk Program; Benthic Monitoring System and the Sediment Monitoring Program.

As Watershed Management Technician for the St. Clair Region Conservation Authority Mr. Bertrand's responsibilities included the coordination of inspections and maintenance of the Authority’s water management structures including dykes, dams, impoundments and erosion structures. As well as assisting with the coordination of the Authority’s Flood Warning Plan, including: development and maintenance of the flood Forecasting System, co-ordination of liaison with provincial staff, municipal staff, Authority consultants and contractors. Coordination of flood damage reduction programs, flood and erosion control projects and Flood Warning System. While working as the Water Management Technician Mr. Bertrand was also responsible for administering and overseeing several land stewardship land stewardships grant programs to provide technical support and to implement a wide variety of Best Management Practices to improve and protect rural water quality and aquatic habitat.
