The Facility Security Officer is responsible for the implementation, maintenance, and execution of the Facility Security Plans for terrorist actions, violence at the workplace, bomb threats, natural disasters, labor actions, and others; the Facility Risk and Vulnerability Assessment, and the Facility Security Manual to ensure compliance with the Code of Federal Regulations Title 33, Parts 105 and 125 (Maritime Transportation Security Act and International Ship and Port Facility Security Code) as well as Chevron Corporate Policy 570; Operational Excellence Element (1) and portions of Element 11 (Emergency Management). In my current role, I oversee complex, highly sensitive criminal and public corruption investigations. In collaboration with other local, state, and federal agencies, I interview witnesses and suspects and gather case-related information. I conduct comprehensive threat assessments and develop recommendations to mitigate potential risks. I've also participated in numerous witness and dignitary protection details.My accomplishments in this position included:* Successfully investigating People v Barry White; involving the killing of two jewelry store employees and the attempted killing of a third, which resulted in Barry White being found guilty and sentenced to life in prison without the possibility for parole.* Leading investigations into the high-profile, racially charged fatal officer-involved shooting of Mario Woods and Luis Gongora, effectively navigating political issues to ensure a fair and balanced investigation.* Effectively conducting numerous assessments of threats made against those involved in the California Witness Relocation and Assistance Program, evaluating the level of risk and developing personal protection details for those returning to the area for court appearances or other reasons.

As a POST instructor, I developed and taught a four-hour training on the investigation of officer-involved fatal shootings, custodial deaths, and use of force. This training is part of an 80-hour course completed within the first year of employment with California District Attorneys offices and is required for all District Attorney Investigative Sworn Personnel throughout the state.

When the investigation was turned over to the FBI and U.S. Attorney's Office, the U.S. Attorney personally requested that I remain on the investigation, working under the umbrella of the FBI. The investigation eventually led to several law enforcement and court officers pleading guilty to federal crimes. The case is detailed in the book, The Setup: A True Story of Dirty Cops, Soccer Moms, and Reality TV by Peter Crooks.* Successfully assisted in developing a protocol to allow county agencies to download reports, photographs, and other materials, resulting in significant time and resource savings.

In my initial role with the Contra Costa County DA's Office, I led criminal investigations, interviewing witnesses and collaborating with other agencies to develop a clear understanding of the facts of a case. I investigated law enforcement involved fatalities throughout the county. I also managed participants of the California Witness Relocation and Assistance Program, dignitary protection details, and conducted threat assessments.My accomplishments in this position included:* Developing and implementing training programs for investigators* Conducted specific office and personal safety training for newly hired Assistant District Attorney's.* Revising policy and forms to develop more streamlined and concise reporting procedures.
