Lieutenant Of Inspectors/Acting Chief Of Inspectors
Contra Costa County District Attorney'S Office
In this second-in-command position, I led the operations of a 24-member investigative division within the district attorney's office, overseeing investigations and managing both sworn and non-sworn personnel in three offices. With solid financial and administrative management skills. I assisted in developing and managing a $3.4M budget and crafted and implemented policies and procedures. Working in collaboration with federal, state, and international law enforcement agencies. I managed many criminal units. I oversaw the Department of Justice, California Witness Relocation and Assistance Program and coordinated dignitary and executive witness protection plans. I also conducted administrative and internal affairs investigations and led criminal investigations of homicide, gangs, sexual assault, domestic violence, and elder abuse. My accomplishments in this position included:* Being selected to oversee highly sensitive administrative and criminal complaints internally and within local police organizations., including public corruption and other white-collar crimes.* Developing and leading the County Law Enforcement Officer Involved Fatal Incident Protocol.* Leading the investigation into the possible criminal conduct of the Contra Costa County Central Narcotics Enforcement Team. When the investigation was turned over to the FBI and U.S. Attorney's Office, the U.S. Attorney personally requested that I remain on the investigation, working under the umbrella of the FBI. The investigation eventually led to several law enforcement and court officers pleading guilty to federal crimes. The case is detailed in the book, The Setup: A True Story of Dirty Cops, Soccer Moms, and Reality TV by Peter Crooks.* Successfully assisted in developing a protocol to allow county agencies to download reports, photographs, and other materials, resulting in significant time and resource savings.
