Since entering Federal Service in 2008 I have progressively taken on or accepted additional responsibilities within the Corporate Services Branch at the FDIC Chicago Regional Office.- Life Safety, Fire & Security at the Regional Office and seventeen (17) Field Offices. Regional Administrator for the Everbridge Emergency Response Communications System. - POC for Building Engineering and Building Security issues and requests at the Chicago Regional Office including office mechanical climate control, electrical and plumbing. - Technical Monitor for several Contracts including Security Guard, Access Control & Camera systems, and most recently the roll-out of the new C-Cure 9000 Access Control and ICAM PIV Badging System.- Responsible for regional contracts including Furniture & Maintenance, Blow-Down Inspection & Maintenance, Cabling Contract and Parking Contract.- Main contact for Field Office facilities and landlord physical plant issues, including architectural, roofing, mechanical climate control, electrical, plumbing and security. Also, in my current capacity, I am responsible for the periodic Field Office Physical Assessments & Safety Inspections.- Oversight Manager for the Moving and Relocation Contract since 2010 which includes task order review and award for all Field Office relocations.- Unassigned Technical Monitor for the FOH Nurse operated Health Center at the Regional Office.- Regional DOA POC for Requests for Reasonable Accommodations- Regional POC for Ergonomic Evaluation Requests- Throughout my tenure with the FDIC I have acted in a consultancy capacity with my peers and management on a variety of different subjects including landlord/tenant relations, construction methods and best practices and very heavily in physical plant, facilities management and maintenance. - Program and Project Management - Budgeted, bid, awarded & managed several large and small construction projects.

Developed Blosser Consulting, LLC. - Completed various consulting activities, contract development and project management projects. Project management with a major construction company. - Managed several in-store projects for a major home improvements retailer- Completion of five (5) "new concept" programs, each included the demolition and construction of a new 2,300 sq.ft. mezzanine for additional sales floor space- Re-merchandising and opening the area to the public within a two (2) week period. - All projects were completed on-schedule and within budget. - Completed three (3) other projects including multiple small projects; millworks, storage and lighting display areas. - The projects were completed over a five (5) week period also within budget and on schedule.National Programs Contract negotiations with a major fire alarm and maintenance company.- Provided input and guidance in structuring and negotiating a major national contract.- Review of proposal letters and other contract documents.- Recommended next steps for completing their proposals.- Client became the successful bidder and was awarded a multi year contract.

- Relocated to Hoffman Estates, IL - Continued in my position as Director National Programs- Assisted Procurement and Facilities Departments in negotiating several new national programs contracts that began to merge Sears and Kmart stores into single national programs.- (i.e. security alarms monitoring and repair, waste management and housekeeping)- Incorporated Sears Roebuck stores into existing Kmart programs.

- Redeveloped and negotiated the national programs contracts for the corporation. - Rebuilt and successfully administered seven major national contracts- Waste management, fire protection, security systems, lighting maintenance & recycling and shopping cart management. Managed the Energy department - Negotiated outstanding Security deposit fees. - Our energy team completed the roll-out of an energy savings initiative to install Compact Fluorescent bulbs in 1,400 locations. - Our Lighting Retrofit program completed in excess of 200 locations

- Successfully supervised Project Representatives and shared in the management of a Team of Field Planners, Supervisors and Project Coordinators- Completed of over 640 refurbishing projects in a four (4) year period. Successfully completed the turnover (refurbishment) of twenty-four former Venture locations to new Kmart Stores in the Chicago, IL market. - Took over the corporations pioneering entrance into the convenience store & petroleum business. - The Team went on to successfully open twenty-nine (29) Kmart Express locations

- Accountable for Project Representatives, Facilities Managers and a support staff of 15 secretaries in this Construction Department.- Serviced the corporation’s Eastern Region. - Duties included overseeing the major construction of new stores, expansions and/or refurbishing of existing stores as well as maintenance of existing company owned and leased properties.

- Managed a staff of ten (10) Facilities Managers and supervised the maintenance and upkeep of over 450 Kmart store locations for their Eastern Region of operations. - Supervised the maintenance and upkeep of over 100 Kmart Corporation store locations. - Contracted with several local Contractor and Service Vendors to maintain the physical plants. - Communicated with property and building Landlords to facilitate repairs and upkeep as required by lease documents.
