Serving as DAU’s representative to the DoD Product Support Assessment Team IPT #1. Provided major inputs to the development of the DoD Product Support Manager (PSM) Guidebook. Chaired the Integrated Product Support (IPS) Element Working Group consisting of government representatives from the Office of the Secretary of Defense and all the Services. Thought leader in the creation of the twelve new IPS Elements. Developed the IPS Element Guidebook which describes the roles, responsibilities and activities of the PSM in terms of the Who, What, Where, When, Why and How. The IPS Elements are an expansion of the traditional ten Integrated Logistics Support (ILS) elements and encompass the more enterprise role of the PSM in Performance-Based Life Cycle Support (PBL). Directed development of, and certified to teach, the LOG 340 Life Cycle Product Support Level III Life Cycle Logistics certification course. Direct the update and alignment of DAU’s Performance Based Logistics learning asset portfolio in response to new and updated DoD policy.

Fort Belvoir, Va

Mr. Floyd, CPL, provided strategic level systems engineering and life cycle product support to the Coast Guard’s CG-934 Program Manager and Logistics Manager. Assisted in the development and implementation of life cycle product support policy, programs, plans and procedures in accordance with the Coast Guard’s Major Systems Acquisition Manual (MSAM). He led a systems engineering effort to define the product support requirements for the Coast Guard’s Deepwater program Award Term contract. Developed PBL product support performance work statements (PWS), Contract Data Requirements Lists (CDRL), and Data Item Descriptions (DID). Represented the CG 934 PM on the Coast Guard’s ILS Specification Working Group which developed contract specifications, CDRLs and DIDs for all the ILS Elements for all Coast Guard life cycle programs. Served as the CG-934 Technical Data Co-Lead in the adoption and implementation of S1000D – The International Specification for Developing Technical Publications for the Coast Guard.

Mr. Floyd provided senior-level consulting expertise to the NAVSEA PMS 317 Integrated Logistics Support Manager and Technical Director in the development and implementation of strategic PBL product support policies, program plans, processes and procedures for the lead ship of the LPD 17 Class per DoD 5000 series Directives. Developed and implemented the Configuration Management Strategy, Policy and Plan. Participated in the development of the life cycle product support concepts and Best Value Analysis (BVA) trade studies for life cycle product support implementation. Mr. Floyd provided systems engineering and configuration management support for the CG 47 and DDG 51 Class Ship Design Managers. He represented the Ship Design Managers at monthly Change Control Board (CCB) meetings and analyzed more than 75 ECPS and associated product support documentation updates. He evaluated trade studies and participated in Preliminary and Critical Design Reviews. Participated in Sea Trials to observe and evaluate testing, and to identify and resolve trial card deficiencies. Provided systems engineering management in the development of the CG-47 and DDG-51 Class Warfighting Improvement Plans (WIP) which document the planned modernization over a five year period along with cumulative impacts to ship design characteristics (e.g., weight and moment, HVAC, electrical , space arrangements).
