Dave Phillips completed Bachelor and Masters of Science degrees in Biology at the University of Regina in 1979 specializing in wetland and furbearer ecology. He managed Ducks Unlimited Canada's Cumberland Marshes Project between 1979 and 1985 developing a long term project operating plan to optimize fur and waterfowl production within this 150,000 ha marsh complex. Between 1985 and 1998 Dave served in leadership roles with the Province of Saskatchewan's Ministries of Natural Resources and Environment assuming the role of Assistant Deputy Minister with Saskatchewan Environment between 1998 and 2008. Dave joined the Government of Canada as Director General responsible for environmental adaptation and practice change with Agriculture and Agrifood Canada in 2008 and retired from this role in 2013. Over the course of his career in natural resource management he has developed extensive experience in aboriginal relations, operational planning and policy development. Dave is currently a Certified Wildlife Biologist (The Wildlife Society) and bilingual (English and French).
