Served as the Safety Manager/Emergency Manager to the Network Director of the Capitol Healthcare Network, VISN 5, throughout the Baltimore, MD; Huntington, Clarksburg, Beckley, and Martinsburg, WV; and Washington, DC. Act as the authoritative consultant on safety, fire protection, emergency management, and occupational health matters for the VISN 5 network. Served as fire protection engineer and "Authority Having Jurisdiction" for National Fire Protection Association Codes and Standards interpretation and enforcement as authorized by VA Policy. Provide technical and administrative advice and assistance to medical centers, clinics, cemeteries, and computer centers for the effective implementation and operation of the safety and fire protection program. Responsible for ensuring that the highest level of safety and fire protection is being maintained in these facilities through specification/plan review and code consultation. Assist in the identification and elimination of workplace hazards and unsafe practices through educating employees, recommending alternative safety and fire protection engineering design, and instructing employees in the proper procedures for controlling potential workplace hazards. Conducted OSHA-mandated annual workplace evaluations of VA facilities to ensure occupational safety, fire protection systems, fire safety training, and safety related issues are identified and resolved to ensure a safe and healthy workplace is maintained. Conducted periodic inspections of construction sites to identify OSHA safety issues and proper fire protection construction practices. Conduct acceptance tests of new fire protection systems in VA facilities in the VISN 5 Network as well as other VA Networks to ensure operational compliance with code. Reviewed the medical center’s Electronic Statement of Conditions and Plans for Improvement to ensure compliance with Joint Commission, VA, and NFPA requirements for life safety code deficiencies.
