Selected today as Chief of Staff for the Oregon Wing of the Civil Air Patrol (CAP) effective 10 September. Honored to accept and looking forward to working with Col Bill Ray, the recently selected Oregon Wing Commander who will replace Col John Longley on 10 September. It has been an honor and a pleasure to have been the Wing Director of Finance for the past two years.

Flies missions to position aircraft for search and rescue missions, maintenance, and other requirements as needed. This pilot designation is an interim designation for pilots working toward their Mission Pilot qualification to fly search and rescue, counterdrug, and photo missions.

Dave qualified as a Mission Observer on 31 May 2012. He flew his first Search and Rescue Exercise (SAREX) mission on 9 June as part of an aircrew from the Portland Metro Senior Squadron 85. He qualified as a Mission Safety Officer in April 2013 and got his Commercial Pilot's license current on 17 October 2013 after a 36 year absence from flying.

Responsble for implementing the command safety program. Reports directly to squadron commander. Attended CAP's inaugural national level Safety Officer College at Kirtland AFB, New Mexico June 2012. Portland Metro has a search and rescue focus. Achieved Master Safety qualification in September 2015.

The Mayor Pro Tem acts in case of the Mayor's absence or incapacity. Dave was unanimously elected to this post by his city council colleagues in 2013, and reelected to the post for 2015. Dave was also reappointed as Chairman of the Public Safety Committee overseeing police and fire issues. He was also Chairman of the Regional Fire Authority Planning Committee leading the effort to determine whether to create a regional body to administer fire and emergency medical services in the Washougal, Camas, and East County areas. Dave also serves on the East County Ambulance Advisory Board, and previously on the Washougal Community Development Committee.

Managed studies advising the Governor and Legislature of California on the effectiveness and efficiency of state government.

Oversaw instruction, student services, library services, and information technology, developed/managed grants, managed training programs for business customers and oversaw two training centers. Also acted as Dean of Math and Sciences.

Managed 7 departments/programs (Computer Information Science, Administrative Information Science, Business, Real Estate, Management, Marketing, and Economics). Oversaw Workforce Development Program.

Managed evening, weekend, and summer educational programs, conducted/published institutional research on effectiveness of educational programs.

Managed five information management disciplines (automation, telecommunications, visual information, printing and publlishing, and records management). Had staff oversight responsibility for the library and all information technology purchases.
