Dave was the owner of Stark Rainwater and an independent installer and consultant for Rainwater Management Solutions (RMS) www.rainwatermanagement.com, the North, Central and South American distributors of the WISY rainwater system http://www.wisy.de/index.htm.

Implemented county water resource management plan. Provided technical expertise to County Commissioners and staff in the areas of surface and ground water protection. Coordinated volunteer Lake and River monitoring programs, prepared strategic watershed implementation plans and performed Geographic Information System (GIS) analysis for County planning and projects. Project manager for Total Maximum Daily Load (TMDL) study on the Poplar River.

Senior scientist and project manager for the development of a water management plan for a 58,000 acre national guard training facility. Performed erosion resource analysis for surface water protection and sensitivity analysis for site selection in water monitoring programs. Sampled and analyzed lakes, streams, wetlands and sediments utilizing chemical and biological methods. Compiled a surface water model utilizing high-resolution elevation data, land cover and soil data. Performed baseline data collection, database development and GIS integration. Lead author on various reports including a compliance sampling program. Contracted, managed and interacted with outside contractors, consultants, staff and regulatory personnel.

(formerly TerraMatrix) Worked in the United States and South America on environmental, waste management and mining projects. Performed remedial actions, permitting, construction quality assurance and sampling associated with soil, surface water, groundwater and geosynthetics. Prepared and assisted on Phase I and II site assessments, environmental audits (EA) and environmental impact statements (EIS). Served as lead field scientist and interim resident engineer during the construction of an eight million cubic yard capacity tailing impoundment located at an elevation of more than 13,000 feet above sea level. Responsible for all field activities and supervision of five Chilean and American Engineers. Communicated effectively in Spanish and prepared final construction reports. Involved with major mine remediation projects in the historic mining districts of Telluride and Leadville, Colorado.
