Fulfilled role of Budget Officer and led several regional committees in areas such as telecommunications and watershed management.Major Projects: directed a committee to create a new city charter; implemented a more diverse strategy of income sources including a construction excise tax, fuel tax, street light fee and general services fee; utility rate and system development studies to place utilities on a more firm financial basis; reorganized financial administration to achieve consecutive financial reporting and budget presentation awards from the Governmental Finance Officers Association (GFOA).
