I have an easy going attitude with excellent written and verbal communication skills and a 'can do' positive attitude as well as a passion for Sustainability and the Environment. I have an excellent understanding of the Private Rented Sector and the pressures this creates in housing supply for local authorities through my work in Local Government. Over the years I have developed the ability to provide excellent leadership and management skills, integrating with key stakeholders both inside and outside the Council in order to meet our strategic goals and facilitate service improvements in a difficult time of austerity. I understand the added dynamics that working for a Political Organisation bring to normal business decision making as it requires consideration of sound business practices within the constraints of the political leadership and voting residents. Bringing these unique skills into the Private Sector allows me to offer a wide range of Property/Planning & Project Management skills and advice with a wide network of contacts country wide which has been built up over the last three decades.London provides a unique and buoyant property market which poses great challenges for both landlords and tenants due to ever rising house prices and demand for affordable accommodation. This poses particular pressures to local authorities due to static social rents whilst private rents soar so a broad minded approach is needed in order to meet this challenge and due to my extensive experience in this sector I am well placed to face this challenge. Having moved in to the Private Sector now allows me to access an even broader range of development and property based opportunities.

Riverside Hotel Project - Green Belt Conversion To 41 Studio Apartments With Ground Based Solar Pv

I am currently working as Project Manager with a Homeless Charity to convert an old Hotel into 41 small studio apartments for single homeless clients which will offer a semi-independent living scheme with very high specification apartments in a beautiful remote location surrounded by a river and lakes. In order to bring an element of sustainability to the project we are also working on installing a 50KW ground based solar PV system with some clever software management to meet over 50% of the sites electricity demand and provide and affordability element for the residents living there. As this site is in Green Belt this has proved challenging but once completed in around 9-10 months will provide much needed affordable accommodation within the London Borough of Hillingdon. Despite the challenges that the pandemic threw at us we delivered the project on time and within budget even with spiralling labour and materials costs and the site now houses 41 households and the flats look amazing with a very high specification finish both inside and out.

The hostel now acts as a tirage centre to signpost clients to the correct support services, move on accommodation and hopefully back into work and more permanent accommodation.

Having moved to an exciting new role managing the newly appointed Landlord Engagement Team. I am responsible for implementing strategic direction of the Housing Category across the Council to increase the supply of properties for use in addressing the Councils homelessness challenges & rising B&B costs due to a lack of new temporary accommodation coming on stream. This involves working with developers, RSL Partners & Managing agents to reduce costs & increase supply across a range of property sizes and type, carefully tailoring supply to our ever changing need. This will also involve 'Buy Back' of ex right to buy properties (RTB) using HRA RTB receipts & also working with our development team exploring a range of new build projects across the borough. The role also requires attendance at the Council's weekly Housing Board which brings together all the various Housing Directors including Finance, Asset Management, Strategy, Business Transformation & Planning and Assistant CEO to provide a high level strategic group which feeds back information to the Councils Cabinet Members to improve communication & strategic direction across the Housing Service to help reduce costs & provide new & innovative solutions.This challenge has now been extended to look at Housing provision across Social Care which is a huge arena covering a broad range of client groups from Childrens Services, all age disabilities through to Older Peoples services with a variety of care needs & packages across the sector. Identifying synergies across the services will be key to delivering substantial savings across the two directorates. The latest challenge has been S17 cases where child welfare issues come into play but families have already exhausted any likelihood of Housing assistance and yet are still a financial burden on the Council. We are also looking at high need/high cost clients with challenging housing needs looking at options such as stay at home adaptations or relocations packages.

After a recent re-structure of Private Sector Housing I reverted back to my old role of HMO Team Leader now working within the Councils Planning Department, due to synergies with our Planning Enforcement team through our Beds in Sheds programme which deals with illegal outbuildings, of which I am the Housing lead. As well as running the HMO team I still deal with the Landlord Empty Homes and Decent Homes grant programme which currently runs at approx £1 million a year total spend. As a result of the new role within planning I have gained a wider knowledge of the legislation surrounding planning and now actively engage with developers on projects, in particular Prior Approvals for disused Office to Residential conversions, offering grant packages to encourage developers to lease their developments over to the council to house homeless families.Having greater knowledge of the Town & Country Planning Act and the various use classes within planning has enabled me to offer much more detailed advice to HMO landlords when they are considering conversions into HMO's and with an Article 4 Planing order surrounding the two wards around Brunel University this has posed added confusion and challenges for landlords of which I am in an ideal position to assist and offer detailed advice on both the Housing & Planing elements of HMO's.Hillingdon has now become an extremely attractive borough due to spiralling house prices in central London and the Private Rented Market is booming and in particular a steep rise in high quality HMO accommodation around the Cross Rail stations such as West Drayton and Hayes & Harlington. As a result we are seeing a sharp rise in HMO licensing enquiries so this is proving to be a busy and challenging time.

We have also partnered with the National Landlords Association to ensure landlords receive the best possible service and up to date information at all of our meetings. Oversee the Landlord Empty Property and Better Homes grant programme which links into to our Private Sector Lettings team to ensure nomination rights are granted on all properties improved. Have also produced a number of ECO houses using new and innovative energy saving techniques to provide reduced running costs for tenants - these have ranged from heat pumps, underfloor heating, heat recovery ventilation, solar PV/solar thermal and solid wall insulation.Using experience from Luton BC I set up Hillingdons out of hours Noise Service operating a Thursday to Sunday Night shift out of hours service to provide residents with a service covering all aspects of noise nuisance and anti-social behaviour. The service undertook out of hours warrants and seizures where necessary and worked in close partnership with the local Police to ensure any issues of noise nuisance were dealt with effectively on the night.
