Environmental Manager (October 2019 – Present), Tłı̨chǫ All Season Road (TASR), Government of the Northwest Territories, Northwest Territories, $161 millionResponsibilities include oversight and coordination of the projects’ environmental resources, including Environmental Coordinators and specialized Subconsultants (Erosion and Sediment Control, Fisheries-Avian Biologists, and Archaeological Services). Other duties include:• Oversees effective implementation of the Environmental Management Plan and the associated Protection Plans. • Meets environmental obligations contained within permits/approvals and the Contract Documents. • Maintains regular contact and provides progress updates to the client, stakeholders and regulatory agencies. • Coordinates with project operations in order to respect environmental commitments during construction.• Updates Environmental Plans, permits and approvals as required. • Prepares and circulates all reports (weekly, monthly, annual) satisfying project and/or approval requirements. • Maintains records and environmental data as required to demonstrate compliance. • Plans, coordinates and carries out water quality monitoring for the project.• Plans, coordinates and carries out wildlife monitoring for the project• Reviews and approves proposed construction methodologies for in water/near water construction activities and near other sensitive areas. • Provides internal support to engineering and operations related to bridge and culvert installations. This project is a partnership between Kiewit, GNWT, and the Tłı̨chǫ Government to design, build, finance, operate, and maintain a new all-season road between Yellowknife Highway 3 and Whatì in southern NWT.

Responsibilities include the oversight and coordination of the Contractor’s environmental resources, including Environmental Monitors, Environmental Coordinators and Qualified Environmental Professionals. The oversight and coordination of the Contractor’s environmental team to develop, approve, update and communicate EPPs as required by the Contract Documents as well as the implementation of the requirements of each EPP in the performance of the Work. Approve and sign all plans and procedures prepared by Qualified Environmental Professionals. Ensure that all Environmental Obligations meets all applicable requirements set out in the Contract Documents. Coordinate and assist with environmental communications and training, including training on emergency response procedures, Environmental Incident procedures and Stop Work Procedures. Prepare, maintain and update the Environmental Aspect Register. Coordinate with the Quality Manager as required to ensure that all environmental obligations are performed in compliance with the Quality Management System. Manage environmental inspection and monitoring activities. Analyze environmental testing results, report the results to the Contractor’s senior management team as necessary, and ensure that any follow-up action that may be required is completed. Review and approve audit and non-conformance reports, and summarize results and recommendations for the senior management team to review. Ensure prompt correction of any environmental non-conformance.

Understand and oversee project elements which intersect with activities governed by the Fisheries Act Authorization for the project as well as all other relevant environmental permits. Understand and ensure implementation of the Environmental Management Plan and various Environmental Protection Plans. Plan, coordinate and carry out fisheries assessments and fisheries related relocation. Develop fish collection and relocation plans. Prepare written assessments and other construction related documentation as required as a Qualified Environmental Professional. Provide technical review and input to external fish collection and relocation plans, inwater isolation methods and other regulatory reporting needs of both PRHP and BC Hydro. Coordinate and liaise with PRHP construction and external fisheries contractors. Audit fisheries contractors and review and comment on proposed designs and methodologies for inwater construction activities. Provide internal support to engineering related to fish passage design elements and associated fisheries studies.
