Dave consulted with the Commander, Navy Installations Command Headquarters in the Performance Management Division (N56). His consulting team is in the process of implenting Balanced Scorecarding using COGNOS Business Intelligence Software. He previously provided support to the DRRS-N Program Office at CNIC where he was the program lead and principal Cognos Report Author Dave and his team have been recognized by OPNAV, U.S. Fleet Forces Command and various other Navy commands for their innovation and leadership with dashboards, reports and analysis in NRRE BI Reporting using COGNOS BI software.

Senior Consultant and Subject Matter Expert on the Joint Modular Intermodal Distribution System (JMIDS) team in support of the JMIDS Program Manager. Primary consultant on the Navy/USMC Concept of Operations (CONOPs)· Participated on the Bid and Proposal Team as a logistics/IT Subject Matter Expert (SME) in response to the USTRANSCOM Agile Transportation – 21 (AT21) request for proposal primarily assisting with the design and implementation of an extensive Online/Offline Demonstration. I have accepted a contingency position with SAIC as a Program Manger for an Engineering Cost Analysis project which is anticipated with CECOM. Presently working as a full-time, temporary employee on various RFP responses which require my background and expertise.

Dave served in a variety of progressive domestic and international supply chain management leadership positions. Operational logistics assignments included duty aboard the USS SAIPAN (LHA-2), USS PHOENIX (SSN-702), USS EMORY S. LAND (AS-39), and a headquarters Tour at Naval Supply Systems Command. Ashore leadership positions: Officer in Charge, U.S. Atlantic Fleet Logistics Support Center/Priority Material Office (PMO) Norfolk Detachment, he was responsible for expediting the most critical repair parts to all ships and submarines assigned to both the Atlantic and Mediterranean areas of operation. He later served as Director, Submarine Logistics at Naval Sea Systems Command where he was responsible for the logistics support of all in-service and new construction Nuclear Submarine Programs. He also obtained international logistics and IT experience during his tour as the Database and IT Manager for the NATO Infrastructure Branch at the Supreme Allied Command, Atlantic.
