    The Veterans Service Representative (VSR) explains benefit programs and entitlement criteria, conducts interviews, identifies issues, gathers relevant evidence, adjudicates claims, and inputs data necessary to generate the award and notification letter to the veteran describing the decision and the reason for it. Serves as a primary contact for the veteran and his/her representative or advocate and the decision-maker for compensation or pension claims. Explains the full range of VA benefits and all related programs. Makes determinations as to eligibility for the type of benefit sought and fully analyzes, develops, and requests required evidence for certain claims requiring a rating decision.Prepares correspondence to members of Congress and special interest groups on case assignments and other "controlled" correspondence. Utilizes various electronic data processing (EDP) systems for inputting data related to claims adjudication, processing, monitoring, and correspondence preparation. Acts as an advocate for veterans and their beneficiaries in their dealings with other VA elements and organizations that affect their claims.

    Due to my success in Kentucky, I was appointed by the Governor of Iowa to serve as the CEO of the nation’s third largest long-term care facility with 675 beds. I am particularly proud of the following achievements:== Transformed the leadership structure to shift decision-making to the employees who have the most contact with residents. Orchestrated this complex change that eliminated 15 management positions, added 40 direct care workers, and returned $4M+ to the state general fund.== Reduced operating costs (state general fund requirement) from $10M to $7.5M in a single year.== Secured $40M in federal grants to complete key construction projects and implement the Master Plan, an initiative that will enhance quality of life by providing single rooms to all 525 residents.== Achieved excellent results on state surveys and federal USDVA audits.

I transformed the department from a single nursing home into an organization with 3 nursing homes, 4 veterans’ cemeteries, a 40-bed homeless veterans program, and benefits branch staffed by 40+ employees. I oversaw training of 750+ employees at 9 facilities and secured land/funding to build a fourth nursing home. == Reduced operating costs 15% in 3 years while improving the quality of care.
