I provide expertise on the design and economic performance of environmental regulations. I also write and promote the use of EPA's guidelines for conducting benefit-cost analyses of major environmental regulations. I contribute significantly to the development and analysis of major electricity sector and stationary source air quality regulations. Finally, I conduct original research. My research focuses primarily on evaluating the efficiency and distributional impacts of environmental regulations.
