David Binder is employed with Tanner Industries, Inc. in Southampton, PA. He is the Director of Quality, Safety & Regulatory Affairs, and Director of the Ammonia Safety & Emergency Response Training (ASERT) program. David serves as Chairperson of the Philadelphia Local Emergency Planning Committee. He is associated with the Alliance for Chemical Distribution (ACD), serving as past chairman of the Responsible Distribution Committee and Operations Seminar Committee. In September 2005, David was appointed to the City of Philadelphia’s Emergency Preparedness Review Committee (EPRC) and served as Chairperson of the Chemical, Biological, Radiological, Nuclear and Explosive Device and Response (CBRNE) Subcommittee. The EPRC was charged with reviewing the emergency management structure and plans for multiple issue areas and published a report in July 2006.In 2010, David was appointed to the National Transcaer® Task Group (NTTG), and the Executive Committee of the NTTG in 2012. In addition, he served as the Curriculum Committee chair for Transcaer’s 2011/2012 Anhydrous Ammonia Tour Program.David serves as Faculty Member for the Global Cold Chain Alliance (GCCA) Institute at the Georgia Institute of Technology (Georgia Tech) and Arizona State University and has been involved with the Institute as faculty for over 20 years. David has served on various technical and review committees including the American Water Works Association (AWWA) standards committee for anhydrous and aqua ammonia, Compressed Gas Association (CGA) committee for CGA-2.1/ANSI K61.1, Safety Requirements for the Storage and Handling of Anhydrous Ammonia, and the Emergency Film Group technical committee for the HazChem 2 series on Anhydrous Ammonia and response. David was featured in the Emergency Film Group’s Hazmat Legends video series titled “Analyzing The Incident.”
