Developed a novel program synthesizing policies and practices used by HUD, SBA, IRS, and USDA to create a $100M program that was stalled and within a year and a half was fully subscribed and compliant. HUD used developed practices to showcase this project for use by other grantees struggling with implementing economic development as part of a holistic recovery strategy.Worked in tandem with GLO and imbedded contract staff to develop eligibility and underwriting processes to guide staff in evaluating applications and providing grant funding to eligible businesses in 49 most impacted and distressed (MID) counties.Served as lead policy staff for GLO leadership, providing expert guidance on federal policy and best practices on this novel economic development undertaking that has not previously been provided under this model in the CDBG-DR space.Reviewed all eligibility and underwriting processes and makes final recommendation for applicant funding to GLO.

Attached to the currently $35.4 Billion recovery work being performed under the Puerto Rico Department of Housing (PRDOH) as a result from Hurricanes Irma and Maria, the initial work will be to develop and draft standard operating procedures and policies for the City Revitalization Program and Infrastructure. Serves remotely as senior operations consultant/subject matter expert on all federal statutory compliance, grant conditions, and processes required to implement construction and service delivery. Will serve as reviewer of the 72 municipal subrecipients that submit multiple applications for funding to PRDOH and ensure compliance, conformance, risk mitigation, and quality assurance/control and make recommendations to PRDOH for project funding. Work with project managers, consultants, subrecipient staff, as well as sister agencies in Puerto Rico that will be leveraging other funding such as EDA and CARES (COVID-19 response) funding for projects. Responsible for a team (at present) of 15 professional staff embedded with the North Carolina Office of Recovery and Resiliency (NCORR). NCORR is the recipient of nearly $1,000,000,000 in long-term Community Development Block Grant Disaster Recovery Funds to rebuild after Hurricanes Matthew and Florence. As lead subject matter expert provide technical assistance including policy and procedures development/drafting and implementation, writing requisite action plans and subsequent amendments, unmet needs analysis, and ensuring that NCORR remains programmatically and fiscally compliant with the US Department of Housing and Urban Development (HUD) which is the grantor to the State. Completed financial and programmatic certification as well as assisted drafting and revising first ever HUD accepted Mitigation (MIT) Action Plan to be funded in the United States. In addition, responsibilities as core management staff also include employee oversight as well as working with the corporate business development unit on other opportunities in the writing and editing of requests for proposals and attending oral interviews with prospective clients (states, local municipalities, and territories) as needed.

This portfolio includes over $55 million in federal CDBG-DR grant funding and $10 million in local municipal funding.
