Senior Grants Manager
Central Hudson Valley/Catskills/Mohawk Valley, New York State
Responsible for project and grant oversight and compliance for multiple communities in Orange, Rockland, Schoharie, Montgomery, and Ulster Counties that receive CDBG-DR funding through the New York Governor's Office of Storm Recovery (GOSR) as well as projects supported by the Dormitory Authority of the State of New York (DASNY). These New York Rising Community Reconstruction Projects range from infrastructure through single family, historic, and recreational projects and may include acquisition, relocation, resilient rehabilitation and new construction, demolition, stream bank restoration and flooding mitigation, and other actions as well as two public service and one economic development project. This portfolio includes over $55 million in federal CDBG-DR grant funding and $10 million in local municipal funding. One project implemented was the first in the State of New York solar back-up power traffic lights in Orange County.Responsibilities include:-Being the primary interface between elected and administrative officials, community residents, and GOSR from the pre-application, feasibility, procurement, construction, all the way through project completion and close-out phases-Ensuring and monitoring compliance with federal and state procurement, labor standards, project eligibility, acquisition, easements, accessibility, relocation, and other federal statutory compliance-Point of contact for project pre-application/application process and notice to proceed with GOSR-Ensuring compliant programmatic and fiscal reporting to client for prompt and accurate grant drawdown and reimbursement-Maintaining active public participation throughout grant lifecycle-Assist subrecipient communities with refining and amending project scopes and shepherding the application through the State's approval process-Managing the project pre-application, application, award, design, and construction process-Providing SME guidance to all stakeholders
