Serves as the emergency management director for the City of New Ulm. Since serving in the position, Borchert has had the opportunity to coordinate efforts related to several FEMA declared natural disasters. The coordinating efforts included working closely with national, state, county and private sector entities to resolve large issues. Additionally, Borchert has served as the project manager for a flooding mitigation project that had total combined costs of over two million dollars. This project involved obtaining grants and funding from several sources. The finished project has provided Minnesota river flooding protection for several New Ulm residents and significantly protected government / public infrastructure. Additionally, Borchert continually works with other disciplines to prevent, prepare and train for tragic circumstances.

Borchert has been employed by the city since 1999 and has held positions of: Patrol Officer, Corporal, Criminal Investigator, Senior Investigator and currently Police Commander. The current position of police commander involves the following challenges and responsibilities:*Serves the City of New Ulm as the Police Commander (Assistant Chief). *Serves as the Emergency Management Director for the city. *Supervises investigations, patrol and administrative units of the department. *Training Supervisor: Current / continual effort of coordinating & providing training for police officers and other related disciplines concerning best practices in responding to tragic circumstances including, but not limited to active shooters, hostage events, terrorism, suspects suffering from mental health issues, domestic relationship dispute response(s) etc.
