The immediate need was to collect school workforce information for a census to be piloted by 10% of MCC schools in January 2009. The project was 8 months late in starting, and had no governance, ownership, direction, or resources. With only 4 months in which to succeed, I first installed governance and a project management… Show more , I was recruited as a Project Manager with substantial Business Analysis skills and experience for a Central Government (DCSF) initiative – The School Workforce Census. The immediate need was to collect school workforce information for a census to be piloted by 10% of MCC schools in January 2009. The project was 8 months late in starting, and had no governance, ownership, direction, or resources. With only 4 months in which to succeed, I first installed governance and a project management structure. I developed a tactical approach using information held on SAP and SIMS to successfully exceed the required number of schools returned for the spring pilot. Following on from this I have developed a strategic solution which has again comfortably exceeded the minimum required number of schools returns for the DCSF summer pilot. Data for 14000 staff has been collected and is being cleansed. The project is now firmly on track for a “dry run” later in 2009 which involves all MCC and other English Local Authority schools, prior to the “go-live” in 2010. I was responsible for producing the overall Commissioning Plan; managing the sub-plans of other Project Managers in the Project team; managing the interfaces between the Services with the Project Board and joint working groups, leading to the successful implementation on time of this extremely complex PFI Project - the first project of its kind in the UK.
