Office Of Professional Responsibility, Force Review Branch

- Lead Force Review Branch criminal investigators, who conduct use of force investigations.- Manage one of three core national programs in the Office of Professional Responsibility.- Coordinate with professional staff to collect and validate use of force data, producing analytical products for executive leadership.- Provide advice and input to the Assistant Director and Deputy Assistant Director in the Office of Professional Responsibility on policy development, operating procedures, and Enterprise-level risk mitigation.- Partner with Training Division to provide analysis of use of force data to evaluate efficacy of basic and advanced training programs. Provide input on the development of new training programs.- Conceptualize, develop, test, implement, and evaluate programs and data collection instruments to deepen the agency’s understanding of use of force incidents. The constant goal is to reduce risk to all parties in fugitive apprehensions, courtroom security, and cellblock operations.

Office Of Professional Responsibility, Force Review Branch

Criminal Investigators for the Force Review Branch (FRB) in the Office of Professional Responsibility (OPR) conduct complex multi-faceted Use Of Force (UOF) investigations predicated on complaints, review of submitted UOF reports or information indicating possible criminal acts, 4th Amendment violations, violations of DOJ/USMS rules of conduct or other improprieties on the part of employees, to include but not limited to civil and criminal investigations.- Responsible for the investigation of uses of force by agency personnel and special deputies for 20 judicial districts, which includes two regional fugitive task forces and four of the nation's most populous metropolitan areas.- Respond to intentional shootings by agency personnel and coordinate U.S. Marshals Service shooting review process; meet with investigating agency, prosecutors, and local Marshals Service leadership. Serve as primary agency point of contact through the criminal investigation.- Review all intentional discharges at a human actor by USMS personnel, evaluating the tactics, equipment, and agency policy during these discharges; return to the scene to recreate the events; and review all reports associated with the incident; and upon completion present this information to the USMS Shooting Review Board (SRB).- Conduct research and analysis on incidents, policies, and trends to promote best practices with internal partners, most notably the agency's Training Division at the Federal Law Enforcement Training Center.- Identify enterprise risks within the portfolio and develop mitigation strategies.- Train and educate offices in all aspects of use of force. Identify how to properly document and report incidents, and changes or updates to current case law that apply to use of force.- Communicate and establish relationships with use of force branches in other DOJ components.- Providing applicable data to the FBI for the annual Law Enforcement Officers Killed and Assaulted (LEOKA) report.

Judicial Security Division, Office Of Protective Operations

The Office of Protective Operations (OPO) is the United States Marshals Service's preeminent expert on physical protection. OPO provides subject matter expertise, guidance, and direct action support to district offices on high-threat/-profile proceedings and risk-/threat-based protective operations. The footprint is national, covering all twelve federal judicial circuits across the country, with the ability to project globally.- Served on a standing detail for the Deputy Attorney General across all detail positions, including acting Chief Inspector for the detail.- Supervised close protection operations for Supreme Court nominee during his confirmation proceedings.- In conjunction with other detail members, developed, implemented, and assessed close protection operations.- Extensive coordination with domestic law enforcement units providing protection and foreign security services.

Superior Court Of The District Of Columbia

- Managed security and directly handled violent felony offenders, with the assistance of a contract District Security Officer (DSO) and in some cases contracted Courtroom Security Officers, in cell bocks and courtrooms.- Transported prisoners between detention facilities and the court house.- Advised Article I judges, nominated by the President of the United States and confirmed by the U.S. Senate, of security procedures within established U.S. Marshals Service policy. This included declining requests of the presiding judge when that request conflicted with USMS policy.- Prior to my promotion, I was assigned to the Presiding Judge for the Felony Division. This docket contained the most serious of felonies, including homicides. This courtroom held proceedings for the mass arrests made in the midst of rioting during the inauguration of President Donald Trump. These proceedings presented unique security and logistics challenges.

Diplomatic Security Service, Washington Field Office

- Extensive domestic and international experience protecting U.S. officials, including the Secretary of State, and foreign officials; served in leadership roles including lead advance and command post lead.- Led and managed complex, multi-national/defendant investigations, including undercover operations; these linked to human trafficking, money laundering, drug trafficking, international organized crime, and murder. I routinely briefed senior agency officials, including the Director and Assistant Director.- Investigations included a black market embryo purchase in a non-allied nation with fraud schemes through Europe and western Asia; foreign fighter activity in the Middle East; sex tourism/human trafficking in and through Central America; apprehension of a murder suspect after 20 years in Central America; Middle Eastern labor trafficking; allegations of human trafficking by diplomatic personnel; passport misuse by a child rapist/human trafficker; assistance to a state agency in the apprehension of suspect charged with the murder of a local police officer; and international money laundering that moved interstate criminal proceeds. - Trained new agents on criminal investigations during the Basic Special Agent Course.- Subject Matter Expert to foreign governments. I also managed the DS relationship with agencies across northern Virginia, which served 2.8 million people; I was the point of contact for many criminal matters involving State Department employees.- Led the then largest human trafficking cases in the Washington Field Office, which secured the longest prison sentence ever for a DS-led investigation. This garnered me the U.S. State Department's prestigious Superior Honor Award.

Diplomatic Security Service, Washington Field Office

- Supervised special agents assigned to the largest DS field office in the world as they conducted investigations and protection operations throughout the U.S. and around the world, including high threats posts. This included supervising agents senior to me.- Supervised the work of duty agents during their individual one week rotations, including management of outstanding warrants, which duty agents were responsible for verifying.- Supervised the progress of investigations to verify compliance with agency policy; consulted with case agents on future investigative efforts; responsible for approving operations plans. I reviewed and approved Reports of Investigation, Memorandums of Interview, and other documentation related criminal investigations.

Washington D.C. Metro Area

- Served in the Homeland Security Division with responsibility for law enforcement and physical security activities in the Washington metropolitan area.- Conducted dedicated counter-terrorism patrols in the core of Washington, DC, applied open source and agency-disseminated intelligence to focus on terrorist tactics.- Supervised contract security guards and managed security screening operations at high visitation sites in Washington, DC. - As a negotiator, engaged individuals in crisis through empathy-driven interviewing and used technical surveillance to construct the most accurate picture possible to allow for a safe resolution. Senior management relied on my, and others, assessments of the situation to plan resolution strategies. I coordinated and led negotiator training sessions and served as lead negotiator for regional training/team evaluation events.

Leesburg, Virginia

The Loudoun County Sheriff's Office is the largest full-service Sheriff's Office in Virginia.- As a deputy in the Field Operations Division, responded to in-progress crimes and conducted preliminary investigations. Conducted fugitive investigations to locate and arrest individuals with outstanding arrest warrants. Served various civil papers and court orders, worked court security and courthouse detention facilities.- Promoted to Field Training Officer, supervised newly appointed sworn law enforcement officers and trained them to apply their academy training in traditional law enforcement field operations. Completed daily and monthly performance appraisals, which served to determine a trainee’s continued employment.- Through a competitive promotional process, reassigned as a Criminal Investigator (Detective) in the Major Crimes Section of the Criminal Investigations Division. Led and assisted in complex criminal investigations ranging from homicides and unattended deaths to felony financial and property crimes with losses in excess of $100,000.

Charlotte, North Carolina

The Charlotte-Mecklenburg Police Department is the largest municipal agency in North Carolina. During this time, Charlotte struggled to combat violent crime and ranked the 8th most dangerous metropolitan area.- Earned the agency's highest award for bravery, The Medal of Valor, among other recognitions.- Uniquely, patrol officers functioned as criminal investigators. This included non-life threatening shootings, stabbings and assaults, robberies that did not involve a firearm or serious injury and a broad range of financial and property offenses. Routinely handled every aspect of the investigation from initial response to final adjudication. Interviewed victims, suspects and witnesses, securing and executing search/arrest warrants.

Matthews, North Carolina

- Served as a uniformed patrol officer with a small police department that was a suburb of Charlotte, NC. - Graduated first from basic training academy, which was composed of agencies from around the region.- Introduced to the practical application of techniques and legal concepts taught during the basic law enforcement academy. Responded to various calls for service and conducted follow-up investigations on both misdemeanor and felony crimes. Responsible for complete felony investigations, including presenting the case to prosecutors and testifying in court. These felonies included serious assaults and narcotics cases.

Charlotte, North Carolina Area

I served as an Emergency Communications Operator for the largest law enforcement agency in North Carolina. This emergency operations center was the primary public safety point for the state's most populous county. I answered emergency and non-emergency calls, rapidly gathered critical information from callers frequently in crisis. I utilized law enforcement computer software to input data for dispatch personnel to relay to field units and provided real-time updates as additional information was gathered. I operated a law enforcement radio system, providing initial dispatch to law enforcement events and support to field operations. I accessed multiple law enforcement databases, providing critical real-time intelligence to officers in the field. I managed multiple field units and coordinated their response to emergency situations including homicides, armed robberies, and serious assaults as well as officer-initiated critical situations such as vehicle pursuits and foot chases. I was routinely responsible for prioritizing competing requests for limited resources and managed activities of more than forty sworn personnel covering over one hundred and twenty five square miles during a period of heightened violence in the county.

Charlotte, North Carolina Area

I began my law enforcement career as a member of the first police cadet class of the Charlotte-Mecklenburg Police Department. Cadets were vetted using the same standards used to evaluate sworn applicants and trained at the police training academy. This first iteration of the agency's cadet program stationed cadets in the central business district of Charlotte as the city was investing heavily in downtown renewal. Cadets were responsible for walking foot beats through their assigned area and acted as a liaison between area businesses and the department. Cadets utilized the police radios, operating on the same channels as sworn personnel, to report incidents as necessary.
