David Callihan is an independent consultant and a seasoned evaluation and performance management specialist with over 25 years of experience in the development sector. He has a proven track record of leading and conducting complex evaluations, performance monitoring, institutional analysis and strengthening, strategic planning, and program and project design for a variety of clients, including USAID, the World Bank, and the UN.His core competencies include applying and promoting the Collaborating, Learning, and Adapting (CLA) approach to improve development effectiveness, generating and using evidence-based analysis to inform decision-making, and strengthening the capacity of organizations and partners to manage and implement adaptive and results-oriented programs. Most recently, he served as the Chief of Party for USAID/Philippines CLAimDev project, where he oversaw the delivery of high-quality technical assistance, learning products, and knowledge management systems. He is currently engaged in several consulting assignments related to evaluation, performance monitoring, and CLA in the areas of natural resource management and climate change adaptation.
