I also provided support for FPS, PSP, and P600 ILS programs. Directed the customer support integrated product team on the Dissemination Element contract with an annual budget in excess of $2,000,000. In addition, managed a specialty engineering function overseeing the reliability, human factors, maintainability, and safety engineering aspects of M&DS system designs. Established expertise within the organization to develop parametric cost models used to estimate software development and maintenance costs for large COTS intensive programs. Accomplishments:Contract Negotiation: Led the proposal team, wrote technical volume, and negotiated a $2,300,000 Option Year 4 proposal for the Defense Dissemination System contract, receiving the M&DS Prestige Award for excellence in effort. Was a key contributor to the Dissemination Element Support and Sustainment contract award, obtaining a five-year, $100,000,000 contract.Program Development: Implemented process enhancements to the DE Help Desk that resulted in Customer Award Fee recognition. Evaluated several commercially available parametric cost estimation models and provided recommendations to senior management. Developed proposal, negotiated proposal, and supported the hiring of LMTO personnel to provide DE operators at twelve sites. Managed on-site efforts and have been recognized in DE award fee briefing for excellent performance.
Directed quality engineering, process control engineering, and metrology functions, managing 65 employees for the Valley Forge Astrospace facility. Established a metrics program used to monitor the process quality of satellite manufacturing. Specific processes included mechanical sheet metal fabrication, microelectronics hybrids, solar array panel fabrication, electronics assembly, and system integration/test. Held responsibility for administering the failure analysis laboratory, metrology department, and configuration verification. Supported the GPS IIR, Landsat, and EOS programs.Accomplishments:Program Development: Working with United States Government Defense/Contractor Administration Services, developed a characteristic verification program that eliminated ineffective inspections and created a system to encourage operator/peer inspections. Results included a 27% decline in total rework labor, a 33% reduction in defects per 100 hours touch labor, and a 50% cut in scrap dollars.Project Recognition: Received the Management Incentive Award for preparing the Valley Forge facility for major corporate and NASA audits. Was awarded the Management Incentive Award for implementing calibration process improvements. Participating in the process proofing initiative program, obtained the Milestone Award for support provided to the Procurement/Contractor Administration Service.
