SME GUIDANCE, PROGRAM DEVELOPMENT, & AUDIT SUPPORT: Represented Company during audits/inspections conducted by state and federal PHMSA regulators for pipeline safety regulations in ND & TX. Developed all of the Company’s written programs required under Part 194, 195 and 199, plus identified and trained program owners for each discipline. Conducted internal audits, and assisted both program owners and applicable department groups in implementing improvements. MIDSTREAM PROJECT MANAGER & COMPLIANCE ASSURANCE EXPERT: Manage compliance & permitting standards that are in line with Company’s best practices, and core philosophy; Safety First.Recently guided a project team through section 404 permitting process with USACE that required a full NEPA review found for most major river crossing projects over a two-year span.Successfully managed multiple stakeholders with no prior pipeline safety experience; providing guidance on adopting processes and procedures that grew as the Company’s growing midstream footprint; avoiding waste and inefficiency as each discipline strove to implement new management systems.The end result of these efforts was a solid precursor to a full Safety Management System for both upstream and midstream business units

UPSTREAM REGULATORY COMPLIANCE SPECIALIST: Prior to midstream growth, Company focus was mostly E&P development. Initial task assignments were over permitting of Williston Basin production wells, injection wells, and air registrations for such facilities. Quickly turned around a rudderless, penalty-ridden air permitting process into a well-managed workflow; ultimately avoiding substantial prospective civil penalties from the governing agency. In addition, automated multiple, recurring state-filed reports previously completed by manual data entry. Today, continue providing SME guidance for SWD development in the Bakken as well as air-related compliance matters such as Quad O and Title V permitting.

TEXAS DAMAGE REPORTING INVESTIGATIONS: Investigated damage incidents due to third-party damage for violations of state Damage Prevention rules.EDUCATION & OUTREACH: Conducted training for Public Awareness outreach efforts through industry stakeholders and Damage Prevention initiatives.PUBLIC AWARENESS PROGRAM INSPECTIONS: Conducted PHMSA delegated audits of Public Awareness programs on intrastate pipeline operators.

SOLUTION PROVIDER: Developed new processes and procedures for conducting enforcement action on a backlog of 8,000 Chapter 18 dockets built up after the 2007 adoption of new Damage Prevention rules.
