Tasked with handling a variety of general liability claims for the City of San Diego, inclusive of Property Damage, Bodily Injury and litigated matters.

Managed, administered and adjusted General Liability, Property and Subrogation claims for several public entity clients in the greater bay area. City of Oakland- Established and administered a Subrogation recovery program on their behalf that included aggressive but fair actions to recover monies owed to the city for damages to city property. These methods included generation of timely notices with follow-up sent to both third parties directly or to insurance companies and other entitites; use of Installment Plans; Restitution Claims through the District Attorney's Office and Small Claims court. I worked very closely with various city departments, including the police and fire in order to obtain necessary documentation for pursuit under the right of subrogation. Over the life of the program we successfully recovered a gross figure of $350,000.00. City of Petaluma- under contract, I performed various duties/tasks for the city including field investigations, identifying and interviewing claimants, witnesses and city personnel, researched and collected vital information for my investigations, including police reports, photographs and internal reports for the purpose of evaluating and then presenting my findings and conclusions with my recommendations to the Risk Manager for further action as appropriate. I was responsible for maintaining my caseload through the use of diary, reporting and monthly review sessions with the Risk Manager, wherein he would provide me with further instructions and critical review of my work product. Other Clients- On a periodic basis my office would receive additional assignments from other JT2 clients requesting assistance in recovery efforts or to provide input regarding their efforts to date and possible strategies going forward. Other Duties- Generation and Presentation in response to RFPs (Requests for Proposals) for the purpose of growing the Liability Division.

After the successful result with the special project for the county, I was promoted to be the Branch Manager at AIMS. This position involved the managing of the day to day operation for an office with a staff of five employees, plus the use of outside consultants and vendors. As manager, I handled all aspects of the office including, hiring and evaluating staff; budget analysis and monitoring; payroll, billings; conduit for the clients- daily communication and regular status meetings plus constant updating to executive management at home office.At times I was requested by our clients to accomplish special tasks for them, such as, audits- claim files, but also work product of other contracted adjusting firms, plus the monitoring of important cases that had proceeded to trial and were being handled by outside counsel. This task required not only observing the attorneys in action, but also participating in trial strategy sessions and detailed reporting after every day of trial to all interested parties. This duty was quite time consuming, but was greatly appreciated by the client and provided me with an opportunity to expand my knowledge and experience. Another important and vital aspect was working with the Marketing department to retain clients and to develop new ones. My office was successful in this endeavor through excellent presentations and superb service to our clients.

Developed, Managed and Administered a special project for the County of Alameda involving the processing of approximately 20,000 Strip Search Claims filed by the general public and current and former prisoners seeking damages against the county under the Government Code.I hired, trained, and managed a staff of ten temporary employees, plus I had the use of two satellite offices so that each filed claim could be reviewed and acted upon in a timely and efficient manner in order to preserve all timelines and defenses as allowed under the law. Subsequent to an action being taken, it was necessary to develop a communications network so that each claimant, who had filed a claim and had thereafter received a response to their claim could then receive additional instructions or have their questions answered, again in a timely fashion. Due to the volume of claims and the ensuing telephone calls and other inquiries we utilized spreadsheets and data input, plus claim files to organize and tabulate the work conducted on each case, along with ongoing updates to the client as to claim number, type and action taken. We successfully concluded this project within budget and with little to no resulting litigation.

I was responsible for the develop, implementation and monitoring of city-wide safety policies/procedures/programs with an added duty of On Call, wherein I would be dispatched to a scene that involved damages to city property or to the general public i.e. sewer main breaks.I worked closely with all city departments to ensure a safe work environment and was also responsible for the investigation and response of both employee complaints and alleged CALOSHA violations. On a monthly basis I chaired a safety committee tasked with the purpose of adjudging preventability for the actions/inactions associated with conduct by a city employee that resulted in damages to city property.I also had responsibility of over the DMV (Department of Motor Vehicles) Pull Notice program that required constant monitoring so that the city did not allow a city employee to drive while on a restricted license or other safety violation that could expose the city to dire repercussions. As a way of introduction at the city, I created a weekly online newsletter of sorts that provided tidbits of safety suggestions and provided visibility to my role as their Safety Officer.

During that time, my duties included the investigation, evaluation, negotiation and resolution of General Liability claims that pertained to public transit. I was in this position for four and half years.I was thereafter hired permanently for the District, based on my outstanding contributions to the District, and thus my responsibilities expanded to include some supervision of other staff; increased role in litigation- participation at settlement conferences, arbitrations and mediations. Due to my extensive exposure to transit claims I was routinely assigned the high profile and high exposure claims, such as, multiple injury/property damage, fatalities, brain injury, plus internal matters- wrongful termination, coach fires and alleged child molestation accusations.While at the District I was provided a number of opportunities to not only interact with nearly every department, office and division at the District, but to also have a stint in Safety with the Drug/Alcohol program; managing the field operation for the actual testing. It was a very interesting experience. During my plus fourteen plus years with the District, (after my lay-off, I was requested to return on two occasions- assistance on a major trial, which the District successfully defended and as a temporary replacement in the Risk Management office) I constantly sought to increase my knowledge base through attendance at various claims conferences, seminars, classes and forums. I successfully obtained my ARM degree and am also a certified instructor for bus collision investigations.
